Duties and Powers of the Finance - Planning Department in Planning, Appraising, and Summarizing Public Investment Plans
According to Clause 2, Article 4 of Circular 05/2022/TT-BKHDT (effective from July 20, 2022), the duties and powers of the Finance - Planning Department in planning, appraising, and summarizing public investment plans are defined as follows:
- Planning, appraising, and summarizing public investment plans within the scope of the assigned tasks and the capital managed by the district-level People's Committee; appraising the contractor selection plan for projects decided by the Chairman of the district-level People's Committee; appraising the expression of interest documents, prequalification documents, bid invitation documents, solicitation documents, the results of evaluation of the expression of interest documents, prequalification documents, and contractor selection results for packages under projects where the district-level People's Committee is the investor.
Duties and Powers of the Finance - Planning Department in Organizing the Implementation of Legal Documents
According to Clauses 3 and 4, Article 4 of Circular 05/2022/TT-BKHDT (effective from July 20, 2022), the duties and powers of the Finance - Planning Department in organizing the implementation of legal documents are defined as follows:
Organize the implementation of legal normative documents, mechanisms, policies, plans, programs, projects, and schemes approved by competent authorities; provide information, propagate, disseminate, and educate the law in the field of planning and investment within the locality.
Provide information, coordinate in investment promotion, cooperate with related specialized and professional departments to organize the mobilization of domestic and foreign investors to invest in the district; guide the specialized, professional officials in planning and investment at the commune level.
