Duties and Authorities of the Department of Health in Population and Reproductive Health
Based on Clause 11, Article 2 of Circular 37/2021/TT-BYT, the duties and authorities of the Department of Health in population and reproductive health are stipulated as follows:
a) Organize the implementation of the system of indicators and criteria in the field of population - family planning; direct and guide national technical standards, professional processes, and operations on population services, reproductive health care, and family planning;
b) Implement state management over the scale, structure, and quality of the population in the locality. Advise on solutions to appropriately adjust the population scale, control the sex ratio at birth, improve population quality, and adapt to population aging;
c) Lead intersectoral coordination in the field of population, especially in communication work. Integrate population content into the local socio-economic development plans and schemes;
d) Organize and guide, inspect, supervise, and evaluate the implementation of policies, programs, schemes, projects, and models related to the field of population, reproductive health care, and family planning;
dd) Decide to permit the implementation of techniques to re-determine sex, and perform assisted reproductive techniques according to legal regulations;
e) Be the standing office of the Provincial Population Committee.
Duties and Authorities of the Department of Health in Health Insurance
Based on Clause 12 of this Article, the duties and authorities of the Department of Health in health insurance are as follows:
a) Publicize, disseminate, and guide the implementation of policies and laws on health insurance within the province under its jurisdiction;
b) Lead and cooperate with local Social Insurance agencies in inspecting, investigating, handling violations, and resolving complaints and denunciations in the implementation of policies and laws on health insurance within the province.
