According to Clause 3, Article 34 of the 2015 Military Service Law, it is stipulated: Presidents of the People’s Committees of provinces shall give decision on assignment of enlisted soldiers to districts.
On the other hand, Clause 2, Article 2 of Circular 148/2018/TT-BQP stipulates: Ensure drafting adequacy and quality, recruit following top-down selection procedure; assure democracy, equality, openness, security and cost efficiency.
According to the information you provided, if you have a type 2 medical examination for military service, the district military command will consider all citizens with type 1 health and if there are enough people to participate in this round of military service, you will not be allowed to participate in military service during this period in Vietnam.

Pursuant to Clause 1, Clause 3, Article 41 of the 2015 Military Service Law stipulates:
1. These following citizens shall have conscription postponed:
a) Any citizen whose health is unsatisfactory for active duty military service according to the conclusion of pre-enlistment check-up board;
...
3. Citizens eligible for postponement of conscription prescribed in clause 1 of this Article shall be called up for military service if the reason for postponement is no longer available.
Citizens eligible for postponement or exemption from conscription prescribed in clauses 1 and 2 of this Article who volunteer to join the army shall be consider selecting and calling up.
In addition, regarding the age of conscription, based on Article 30 of the 2015 Military Service Law, it is stipulated as follows:
Citizens turning to 18 years old shall be conscripted into the army. Age subject to conscription is from 18 to under 26 years old. A citizen who enters university or college and postpones the conscription shall be subject to conscription until he/she turns to 28 years old.
According to the information you provided, your military service has been postponed for the reason that you are not healthy enough because your eyes have type 6 astigmatism => If you are still of military age and your eyes are no longer astray (have you had surgery or not?) then when you are called to enlist, you will still join the army in Vietnam.

According to Clause 4, Article 4 of the 2015 Military Service Law and Point a, Clause 1, Article 49 of the 2019 Law on Militia and Self-Defense, it is stipulated that citizens are recognized for completing active military service in peacetime, specifically as follows:
4. Citizens shall be recognized completing peacetime military service in the regular armed forces:
a) Standing militia with at least 24 months of active duty shall be recognized as having completed active military duty during peacetime decided by commanding officers of military commands of districts according to request of Chairpersons of People’s Committees of communes or heads of hamlets in case of no communes and heads of agencies and organizations;b) Citizens who have completed service in Police departments of communes for at least 36 months;
c) Officials and civil servants and people having university degrees who have received training and granted rank of reserve officer;
d) Young people graduated from universities, colleges or vocational schools who volunteer to serve at economic-defense groups for at least 24 months according to the project decided by the Prime Minister;
dd) Citizens serving on fishery inspection cutters for at least 24 months.
