Do senior administrative specialists have to obtain a high-level theoretical degree in political theory - administration in Vietnam?

Based on Clause 4, Article 5 of Circular 02/2021/TT-BNV regulating the Senior Specialist cadre in administrative fields as follows:

4. Training and development standards:

a) Hold a university degree or higher in a field or specialization relevant to the work sector;

b) Hold a high-level degree in political theory or a high-level degree in political theory - administration, or have a certificate confirming an equivalent level of political theory to a high-level degree in political theory from an authorized agency;

c) Hold a state management knowledge training certificate according to the standards of the Senior Specialist cadre or hold a high-level degree in political theory - administration.

Therefore, Senior specialists in administrative fields are not required to have a high-level degree in political theory - administration but can use other equivalent degrees as stipulated above.

Does a person have to work as a principal specialist in administrative field for 6 years before being eligible to take the exam for promotion to senior specialist?

According to Clause 5, Article 5 of Circular 02/2021/TT-BNV is as follows:

5. Requirements for officials taking the exam to upgrade to the Senior Specialist:

a) Have held the principal specialist position or equivalent for at least 06 years. In cases where there is equivalent time in the principal specialist position, the minimum time required to hold the principal specialist position is 01 year (12 months) until the deadline for submitting applications to take the upgrade exam;

b) During the time holding the principal specialist position or equivalent, have been in charge of drafting and assessing at least 02 legal normative documents or research topics, projects, state-level scientific research programs, ministry-level programs, department-level programs, or provincial-level programs that the employing agency has assigned to lead research and construction and have been officially issued or accepted. Specifically:

Have a decision from the authorized person to participate in the Drafting Committee, Editorial Board of legal normative documents, or have a document assigning the task of leading the construction from the authorized person in cases where it is not mandatory to establish a Drafting Committee, Editorial Board as stipulated by the Law on Promulgation of Legal Normative Documents.

Have a decision from the authorized person to participate in the Steering Committee, Head of Committee, Drafting Committee of research topics, projects, state-level scientific research programs, ministry-level programs, department-level programs, provincial-level programs, or have a document assigning the task from the authorized person regarding leading the assessment, examination, or revision of legal normative documents.

Therefore, one must hold the principal specialist position in the administrative field for at least 6 years and meet the above conditions in order to be eligible to take the exam to upgrade to the senior specialist position.
