What is party fee payment for retired officials in 2023 in Vietnam?
Pursuant to Subsection 2, Section 1, Part B, Regulations on party fee regime promulgated together with Decision 342-QD/TW in 2010, regulations on subjects and monthly party fee payment rates of party members are as follows:
B- SPECIFIC REGULATIONS
I- Subjects and monthly party fee payment levels of party members
Monthly income of party members used to calculate party fees includes: salary, some allowances; wage; Subsistence; Other income. Party members can determine their regular income and pay party fees according to the percentage (%) of monthly income (not including personal income tax deduction); For party members whose income is difficult to determine, a specific monthly payment rate shall be prescribed for each type of person.
1- Party members in administrative agencies, political organizations, socio-political organizations, armed forces units: pay monthly party fees equal to 1% of salary and allowances; wage; Subsistence.
2- Party members receiving social insurance salary: pay monthly party fee equal to 0.5% of social insurance salary.

Thus, for retired officials who are party members and receive pensions under the social insurance regime, the monthly party fee payment in 2023 is equal to 0.5% of the social insurance pension in Vietnam.
What is management and use of Party fees in Vietnam?
According to the provisions in Subsection 2, Section 2, Part B, Regulations on party fee regime promulgated together with Decision 342-QD/TW in 2010, party fees are managed and used as follows:
- Party fees deducted at each level are used in balance to fund party work activities at that level.
In particular, the collected party fee revenue is not included in the regular expenditure norms of agencies and units but is set up in the Party's reserve fund for all levels as follows:
- District, district and town Party committees;
- Provincial and city levels directly under the Central Government.
- Central Military Party Committees, Central Police and central party finance agencies.
The reserve fund is used to supplement operating expenses of party committees and support operating expenses for affiliated party organizations facing difficulties.
The party committee decides on spending from the reserve fund.
- Party committees at all levels are responsible for synthesizing the situation of collection, remittance, and use of party fees at their level and the entire party, and prepare a report to send to the superior party committee. The Party Central Office is responsible for synthesizing the situation of collection, payment, and use of party fees of the entire Party and reporting to the Central Executive Committee.
Who do party members pay party fees to in Vietnam?
According to the provisions in Section 1, Part C of the Regulations on party fee regime issued together with Decision 342-QD/TW in 2010, there are provisions as follows:
IMPLEMENTATION ORGANIZATION
1- Party members pay monthly party fees directly to the party cell, because the branch committee member is assigned the responsibility of collecting party fees. Affiliated party cells and section party committees submit party fees to superiors on a monthly basis; The remaining grassroots party organizations submit and send reports to superiors on a quarterly basis, except for some special areas prescribed by the provincial party committee, city party committee and centrally run party committee.
2- The Party Central Office specifically guides the collection, management, use, accounting, accounting and reporting of party fees to be implemented uniformly throughout the Party.
3- Party committees from the grassroots level up and inspection committees at all levels are responsible for guiding and regularly inspecting the implementation of regulations on party fee regimes.
According to this Article, party members pay monthly party fees directly to the party cell and the collection of party fees is assigned to the branch committee members in Vietnam.
After that, the affiliated party cells and party branches will pay party fees to superiors on a monthly basis. For the remaining grassroots party organizations, submit and send reports to superiors on a quarterly basis, except for some special areas prescribed by the provincial party committee, city party committee and centrally run party committee.
