Do people with disabilities throughout Vietnam receive support in the developing poverty reduction model in Vietnam?

According to Subsection 2, Section III of Decision 90/2022/QĐ-TTg on diversification of livelihoods, development and replication of poverty reduction models, as follows:

a) Objective: To support the diversification of livelihoods, build, develop and replicate poverty reduction models and projects to support the development of production, business, services, tourism, entrepreneurship, and startup businesses in order to create jobs, sustainable livelihoods, good incomes, improve the quality of life, and adapt to climate change and diseases for the poor; contribute to achieving the goals of economic structure transformation, labor structure, promoting the cultural values of the nation, protecting the environment, economic growth, and the goal of sustainable poverty reduction.

b) Target:

- Workers from poor households, near-poor households, newly escaped poverty households, people with disabilities (without stable livelihoods) throughout the country; people living in poor districts, especially difficult communes in coastal and island areas. Priority support for ethnic minority poor households, poor households with members who are revolutionary contributors and women from poor households;

- Households, groups, cooperatives, cooperatives, businesses and organizations, individuals; training institutions, vocational education institutions; research centers, science, technology, and engineering; other production and business establishments that build, replicate, and develop poverty reduction models and projects to support the development of production, business, services, tourism, entrepreneurship, and startup businesses in order to create jobs, livelihoods, income, and transfer science, technology, engineering, and poverty reduction models to the poor. Priority support for poverty reduction models and projects implemented in poor districts, especially difficult communes in coastal, coastal and island areas; poverty reduction, entrepreneurship, and startup business models led by people with disabilities, ethnic minorities, women, students, and students from poor households, near-poor households, and newly escaped poverty households;

- Creating conditions for vulnerable people, those who are easily vulnerable, and those who are in difficult circumstances to participate in the implementation of poverty reduction models and projects.

As regulations above, only people with disabilities throughout Vietnam who do not have a stable livelihood are eligible for support in the development of poverty reduction models.

Is the construction of transportation infrastructure in the national defense economic zone a form of sustainable poverty reduction in Vietnam?

Pursuant to Clause 2 Article 30 of the Decree 22/2021/NĐ-CP stipulating helping residents in organizing production and sustainable poverty reduction as follows:

2. Approaches to helping residents in organizing production and sustainable poverty reduction, including:

a) Building civil, transport, irrigation, electricity and clean water works;

b) Cooperating with local authorities in implementing agricultural, forestry, and fishery extension measures, training and transferring two-sided techniques and services to develop production for people living within the project area;

c) Advising local authorities on the implementation of national target programs, other programs and projects to achieve the goals of stabilizing life and sustainably reducing poverty for the people;

d) Bringing culture and healthcare to villages and hamlets to improve the cultural, spiritual, and health life of the people and implementing social security;

dd) Receiving people that come from other places to make a living according to the Government's or local plans;

e) Other production approaches.

As regulations above, the construction of transportation infrastructure in the national defense economic zone is a form of sustainable poverty reduction in Vietnam.
