Do party members holding positions in churches need to report to the Party Committee in Vietnam? What is handling for party members engaging in superstitious activities in Vietnam?

I am currently a party member working at an elementary school. Recently, I have been regularly attending church and have been invited by priests to hold some positions in the church. Could you please advise me if I need to report holding positions in the church to the Party Committee? Thank you for your guidance.

Clause 2, Article 34 of Regulation 102/QD-TW 2017 stipulates disciplinary measures for party members who violate religious regulations as follows:

2- In cases where violations have been disciplined according to the provisions of Clause 1 of this Article, but re-offend or commit a first offense with serious consequences, or violate one of the following cases, disciplinary measures in the form of a warning or removal from office (if holding a position) shall be applied:

a) Voluntarily following a religion or accepting religious titles from religious organizations without reporting to the Party cell and the directly managing party organization, or having reported but not obtained written approval from the authorized party organizations.

b) Discriminating based on religious beliefs in any form.

c) Organizing, mobilizing, enticing, inciting, threatening, or coercing others to participate in illegal religious activities.

d) Supporting or participating in illegal religious organizations. Violating citizens' freedom of belief and religion, negatively affecting national unity and the good cultural traditions of the nation.

e) Covering up or assisting in superstitious and deviant activities during festivals; exploiting religious beliefs in any form for personal gain.

Based on current regulations, if party members hold positions in churches (accept religious titles), they must seek opinions from the Party cell, the directly managing party organization, and must obtain written approval from the authorized party organization.

What is handling for party members engaging in superstitious activities in Vietnam?

Clause 3, Article 34 of Regulation 102/QD-TW 2017 stipulates the following disciplinary measures:

3- In cases where violations of the provisions of Clause 1, Clause 2 of this Article have very serious consequences or violate one of the following cases, disciplinary measures in the form of expulsion shall be applied:

a) Organizing activities to divide the unity among domestic and foreign religions.

b) Engaging in superstitious and deviant activities to the extent of fanaticism, blindness; practicing as a medium, fortune teller, geomancer for personal gain or other purposes.

c) Exploiting the freedom of belief and religion to sabotage peace, independence, and national unity; inciting violence or propagating against the policies and laws of the State.

d) Exploiting the freedom of belief to divide the people, divide ethnic groups, religions; disrupting public order, infringing upon the life, health, dignity, honor, and property of organizations and individuals; obstructing the exercise of citizens' rights and obligations.

e) Chairing, participating in, or promoting, supporting, covering up, or assisting individuals or organizations in establishing and constructing new temples, pagodas, shrines, ancestral temples, or self-worshiping facilities of religions without permission from the competent state authority.

Therefore, if party members engage in superstitious activities, they may be expelled from the Party.
