Do official Communist Party members need to complete the procedures for membership transfer themselves?

Question: Is a Communist Party member required to handle the procedure for officially transferring their party activities themselves?

Section 6 of Regulation 29-QD/TW in 2016 on the implementation of the Charter of the Communist Party issued by the Central Executive Committee, stipulates the following about party membership transfer:

- A Communist Party member, who has been officially transferred to a new unit, retired, retired due to disability, resigned, discharged, or changed their long-term residence, must complete the formal procedures for party membership transfer within 60 working days from the effective date of the decision or the change of residence.

- If a Communist Party member officially transfers their party membership outside the district, provincial party committee (or equivalent), the district party committee (or equivalent) where the member is transferring from is responsible for handling the introduction procedures for the membership transfer. For members of party cells directly under the provincial party committee (or equivalent), the provincial party organization committee (or equivalent) will handle the introduction procedures for the membership transfer.

- Within 30 working days from the date of transfer introduction, the party member must present the membership introduction letter to the party cell at the new location to continue their party activities. If this period expires, the party member or party organization in violation must report specific reasons for consideration and handling by the competent party committee according to the regulations.

- During the official transfer of party membership for a member, the party committee where the member is currently active will complete all procedures, seal the documents, and give them to the member to present to the party organization at the new location to handle introduction and reception of the party membership transfer according to the guidelines of the Central Organization Committee.

- In cases where the party member is under investigation, inspection, or is in the process of complaints and accusations being considered and resolved, their party membership transfer cannot be completed.

=> Thus, according to the above regulations, the responsibility for handling the formal procedures for party membership transfer rests with the party committee where the member is currently active.
