The evaluation and grading of quality must be based on the responsibilities and tasks assigned and the results of task performance, demonstrated through specific work and products; for officials and public employees in leadership and management positions, it must be linked to the performance results of the agencies, organizations, and units they are managing or responsible for.
3. officials and public employees who have not worked for a full 06 months within the year will not undergo evaluation or quality grading, but still must review their work period within the year, except for maternity leave according to policy.
officials and public employees who are on leave from work according to legal regulations for a period from 03 months to under 06 months within the year are still evaluated but not graded for quality at the level of successfully completing the task or higher.
officials and public employees on maternity leave according to legal regulations will have their annual quality grading result reflect the evaluation of their actual working period within that year.

Minutes of the meeting for comments and evaluations.
Evaluation and grading forms of officials and public employees.
Comments from the party committee at the workplace (if any).
Written conclusions and notifications on the results of quality evaluation and grading of officials and public employees by the competent authority.
Records of resolving complaints about the results of quality evaluation and grading of officials and public employees (if any).
Other related documents (if any).
Besides electronic archiving, documents specified in Clauses 2 and 4 of this Article are also archived in written form in the personnel records of officials and public employees.
Thus, the archival of quality evaluation and grading documents for officials will be conducted electronically. In addition, they are also archived in written form in the personnel records.

The results of quality evaluation and grading of officials and public employees serve as the basis for arranging, using, training, fostering, promoting, or advancing professional titles, planning, appointing, dismissing, transferring, rotating, secondment, awarding, disciplining, evaluating and grading party members, and implementing other policies related to officials and public employees.
Thus, the use of quality evaluation results for officials serves the purpose of being the basis for arranging, using, training, promoting, or advancing professional titles and other policies related to officials.
