Do Neighborhood Watch Committee Members Receive Allowances?
Section 6, Article 2 of Decree 34/2019/ND-CP, supplementing Article 14a of Decree 92/2009/ND-CP, stipulates as follows:
Non-specialized personnel active in villages, residential groups, with no more than 03 individuals, are entitled to a monthly allowance from the state budget. This only applies to the following positions: Party Secretary; Village Head or Residential Group Leader; Head of the Front Work Committee. Individuals engaged in other tasks within the village or residential groups, outside of the above-mentioned 03 positions, are not entitled to a monthly allowance but shall receive compensation when directly participating in the village or residential group's activities. This compensation comes from allocated fees of associations and other sources of funds (if any).

According to this regulation, the monthly allowance from the state budget is applied to individuals holding the positions of Party Secretary, Village Head/Residential Group Leader, and Head of the Front Work Committee.
Thus, in your case of serving as a Civil Defense Committee Member, which is not considered non-specialized personnel in the village, you will not receive a monthly allowance. You shall receive compensation when directly participating in the residential group's activities, deriving from allocated fees of associations and other sources of funds (if any).
