Do I need a degree in political theory to be a principal Market Controller in Vietnam?

Pursuant to Clause 4, Article 6 of Circular 02/2022/TT-BCT stipulating standards for training and fostering qualifications of principal Market Controllers as follows:

4. Standards for training and fostering qualifications:

a) Have a university diploma or higher with a major appropriate to the field of operation of the Market Management force;

b) Have a certificate of state management knowledge training for civil servants holding the rank of major specialist or equivalent.

Thus, conditions for training and retraining of the principal Market Controller do not need to have a political theory degree like the Senior Market Controller in Vietnam.

How many years must I hold the rank of Market Controller before I can take the exam to become principal Market Controller in Vietnam?

According to Clause 5 of Article 6 of Circular 02/2022/TT-BCT, there are provisions as follows:

5. Requirements for Market Management civil servants taking the exam to upgrade to the rank of principal Market Controller

a) Have held the rank of Market Controller or equivalent for 9 years or more (excluding probationary period). In case the time to hold the rank is equivalent to the rank of Market Controller, the time to hold the rank of Market Controller is at least 01 year (full 12 months) counting from the deadline for submitting the registration dossier to take the rank promotion exam;

b) While holding the rank of Market Controller or equivalent, have participated in the development of at least 01 legal document or topic, scheme, project, scientific research program from the grassroots level agencies employing civil servants are assigned to preside over research, develop or preside over and participate in developing strategies, projects and plan to prevent and combat smuggling, trade fraud and counterfeit goods of the Steering Committee on anti-smuggling, trade fraud and counterfeit goods of the Ministry of Industry and Trade, the Steering Committee on anti-smuggling, trade fraud and counterfeit goods of the Ministry of Industry and Trade promulgated or chaired by provinces and centrally run cities and participate in the development of anti-smuggling, trade fraud and counterfeit goods. Develop a project to inspect and handle violations for product lines, product groups, fields or a project to inspect and handle violations according to topics in provinces and centrally run cities of the Market Management Department. Provincial level has been issued and accepted by the competent authority. Specifically:

There is a decision from the person with authority to establish a Drafting Board, Editorial Team or Legal Document Drafting Team or there is a document assigning the task of presiding over the development of the competent person in cases where it is not required to establish a Drafting Board, Editorial Team or Drafting Team according to the provisions of the Law on Promulgation of Legal Documents.

There is a decision from a competent person to establish a drafting committee for topics, schemes, projects, and scientific research programs at the state, ministerial, branch, and provincial levels or there is a document assigning tasks from a competent person. Authority to preside over and participate in developing strategies, projects and plans of the Steering Committee against smuggling, trade fraud and counterfeit goods of the Ministry of Industry and Trade, the Steering Committee against smuggling and trade fraud and counterfeit goods of provinces and centrally run cities, the General Department of Market Management, and the Provincial Market Management Department.

According to this Article, you are not eligible to take the promotion exam to the rank of principal Market Controller according to the above regulations in Vietnam. To take the rank promotion exam, you must have held the rank of Market Controller for 9 years or more (excluding probationary period).
