Do employees working in Level II communes in ethnic minority and mountainous areas benefit from policies under Decree 76?
Article 1 Decree 76/2019/ND-CP stipulates:
1. This Decree provides policies for officials and public employees, laborers, and salaried individuals in the armed forces (People's Army, People's Public Security, and cryptographic forces) working in regions with extremely difficult socio-economic conditions, including:
- Attraction allowance;- Long-term service allowance;- Initial allowance;- Allowance for the purchase and transportation of clean and fresh water;- One-time allowance when transferring duties out of regions with extremely difficult socio-economic conditions or upon retirement;- Transportation cost reimbursement;- Allowance for visits, study, and professional training;- Occupational preference allowance;- Mobility allowance and minority language teaching allowance for teachers and public employee managing education.
2. The regions with extremely difficult socio-economic conditions stipulated in Clause 1 of this Article include:
a) Truong Sa, Hoang Sa, DK1 island districts;
b) Category III communes in ethnic minority and mountainous areas, and extremely difficult island communes as per the Decision of the Prime Minister of the Government of Vietnam;
c) Particularly difficult villages, hamlets, neighborhoods, villages, phums, socs, hamlets, etc. (collectively referred to as villages) in accordance with the Decision of the Prime Minister of the Government of Vietnam.
According to the regulation, regions with extremely difficult socio-economic conditions that enjoy policies when officials and public employees, laborers, and salaried individuals in the armed forces work, include the above regions and apply only to Category III communes in ethnic minority and mountainous areas according to the Decision of the Prime Minister of the Government of Vietnam (not applicable to Category II communes).
