Article 4 of Circular 148/2018/TT-BQP stipulates the recruitment standards as follows:
- Age:
a) Citizens aged 18 to 25.
b) Male citizens who have been trained at the college or university level and were temporarily deferred from enlistment during a training course of a level of training shall be recruited and enlisted until the age of 27.
- Political standards:
a) Implement in accordance with Joint Circular No. 50/2016/TTLT-BQP-BCA dated April 15, 2016, by the Minister of National Defense and the Minister of Public Security, which stipulates political standards for selecting citizens to serve in the Vietnam People's Army.
b) For agencies, units, and key confidential positions in the Army; the ceremonial guard force; the guard force and professional military control, the selection is carried out according to the regulations of the Ministry of National Defense.
- Health standards:
a) Select citizens with health types 1, 2, 3 according to the regulations of Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, by the Minister of Health and the Minister of National Defense, stipulating the health examination for military service.
b) For agencies, units, and positions specified in Point b, Clause 2 of this Article, selection is made based on separate standards according to regulations of the Ministry of National Defense.
c) Do not enlist citizens in the Army with type 3 health who have refractive eye defects (myopia 1.5 diopters or more, hyperopia at all levels); drug addiction; HIV, and AIDS infection.

Based on current regulations, in the event that you have graduated from university but meet the conditions for participation in military service, you are still required to perform the duty.

Clause 4, Article 4 of Circular 148/2018/TT-BQP stipulates cultural standards in recruitment as follows:
- Cultural standards:
a) Select and enlist citizens with educational levels of 8th grade and above, prioritize from the highest to the lowest. Localities with difficulties that cannot meet the target quota for military allocation may report to the competent authority for consideration and decision to select citizens with an educational level of 7th grade.
b) For communes in deep and remote areas, areas with particularly difficult socio-economic conditions according to law provisions; ethnic minorities with less than 10,000 people are allowed to recruit no more than 25% of citizens with primary education level, the rest must be from secondary school education level or higher.
Citizens with a 6/12 educational level do not meet the cultural standards. Therefore, they will not be selected for military service.
