On January 16, 2025, the Central Committee issued Directive 42-CT/TW in 2025 to enhance the Party's leadership in the education of diligence, thrift, integrity, righteousness, and impartiality.

To enhance the education of diligence, thrift, integrity, righteousness, and impartiality among officials, Party members, and the People, thereby improving the effectiveness of anti-corruption, wastage, and negativity measures, building a clean and strong Communist Party, State, and political system, meeting the demands of national construction, development, and defense in the new era—the era of national resurgence under the leadership of the Communist Party—, in the upcoming time, Party committees and organizations at all levels should focus on leading, directing, and effectively implementing the following key tasks and solutions:

1. Widely disseminate to officials, Party members, and all classes of the people the realization that diligence, thrift, integrity, righteousness, and impartiality are the foremost important moral qualities of an official, Party member, officials and public employees, and the urgency of educating and practicing these qualities within the Communist Party, political system, and throughout society; raise awareness and responsibility of Party committees, Party organizations, government bodies, and leaders in leading, directing, and organizing the implementation of Party regulations, State laws on the education and practice of diligence, thrift, integrity, righteousness, and impartiality. Closely associate the education of these qualities with the construction and rectification of the Communist Party, especially in cadre work, studying and following Ho Chi Minh's thought, morality, and style, and implementing Party regulations regarding responsibility to set examples and standards of revolutionary ethics for officials and Party members in the new stage.

Implement four major policies in a synchronized manner: Promote the education of diligence, thrift, integrity, righteousness, and impartiality to "not want corruption, wastage, negativity" in tandem with tightening discipline, enhancing inspection, supervision, power control, and perfecting strict institutions so that "corruption, wastage, negativity cannot occur"; handle violations without sanctuary, without exception so that "fear of engaging in corruption, wastage, negativity" is instilled; improve the living standards of officials, Party members, officials and public employees, and workers so that "corruption and negativity are unnecessary."

2. Officials and Party members, starting with key officials, leaders, managers, heads of Party committees, and government bodies at all levels, must set examples in studying and practicing new-stage revolutionary moral standards, especially regarding diligence, thrift, integrity, righteousness, and impartiality: They should be dedicated, responsible, diligent, and committed to their assigned tasks; practice thriftiness, avoid extravagance and wastage; maintain purity, avoid engaging in corruption, negativity, and causing inconvenience or harassment; be honest, straightforward, fair, and objective; adhere strictly and exemplarily to the Communist Party's regulations, State laws, codes of conduct, and professional ethics; defend the right and fight against wrong; strictly comply with the Party Charter, Party discipline, regulations on what Party members cannot do, and rules on setting examples; value integrity, honor, actively assume responsibility when oneself or relatives engage in corruption or negativity; actively engage in self-criticism and criticism, combat individualism, fight corruption, wastage, negativity; be bold in thinking, doing, and taking responsibility for the nation's development and people's happiness. Regularly practice diligence, thrift, integrity, righteousness, and impartiality at all times, everywhere, in work and daily life.

What is the educational level required for joining the Vietnam Communist Party?

According to Section 1 of Regulation 232-QD/TW in 2025:

Article 1 (Clause 2): Age and educational level of candidates for the Communist Party

1.1. Regarding age.

1.1.1. At the time the cell meets to consider admission, candidates for the Communist Party must be between 18 and 60 years of age (calculated by month).

1.1.2. Admission to the Communist Party of those over 60 years old is subject to review and decision by the Central Committee's subordinate.

1.2. Regarding educational level.

1.2.1. Candidates for the Communist Party must have at least a lower secondary school diploma.

1.2.2. For candidates for the Communist Party residing in mountainous, island regions, ethnic minority areas, areas with special socio-economic difficulties, and other specific cases where general regulations cannot be met due to Party development requirements, instructions from the Secretariat shall apply.

According to the above regulation, candidates for the Communist Party must have at least a lower secondary school diploma.

The educational level for candidates for the Communist Party residing in mountainous, island regions, ethnic minority areas, areas with special socio-economic difficulties, and other specific cases where the general regulations cannot be met due to Party development requirements will follow the Secretariat's guidance.

What is the highest leadership body of the Vietnam Communist Party?

Based on Article 9 of the Charter of the Communist Party of Vietnam 2011:

Article 9.

The Communist Party of Vietnam is organized according to the principle of democratic centralism. The basic content of this principle is:

  1. The leadership bodies at all levels of the Communist Party are established through elections, practicing collective leadership and individual responsibility.
  1. The highest leadership body of the Communist Party is the National Delegates Congress. At each level, the leadership body is a delegates' congress or a members' congress. Between congresses, the leadership body of the Communist Party is the Central Committee, and at each level, it is the executive committee of the Party Committee or cell (abbreviated as party committee).
  1. Party committees at all levels report and are accountable for their activities to the congress at their level, to the superior and subordinate party committees; periodically inform their activities to the sub-party organizations, practice self-criticism, and criticism.
  1. Party organizations and members must comply with the resolutions of the Communist Party. Minorities submit to the majority, subordinates submit to superiors, individuals submit to organizations, and all organizations within the Communist Party submit to the National Delegates Congress and the Central Committee.
