On February 25, 2025, the Government of Vietnam issued Decree 36/2025/ND-CP stipulating the functions, duties, powers, and organizational structure of the Office of the Government of Vietnam.
Article 1 of Decree 36/2025/ND-CP stipulates that the Office of the Government of Vietnam is a ministry-level agency of the Government of Vietnam, serving as the executive apparatus of the Government of Vietnam and the Prime Minister of Vietnam (including the Deputy Prime Ministers of Vietnam).
The Office of the Government of Vietnam has the function of comprehensive consulting and coordination to assist the Government of Vietnam and the Prime Minister of Vietnam in organizing the joint activities of the Government of Vietnam, leading, directing, and managing the operations of the Government of Vietnam and the state administrative system from central to local levels, ensuring the unity, smoothness, and continuity of the national administrative system; controlling administrative procedures; ensuring information for the leadership, direction, and management activities of the Government of Vietnam, the Prime Minister of Vietnam, and providing information to the public according to legal provisions; ensuring material, technical, and logistical conditions for the activities of the Government of Vietnam and the Prime Minister of Vietnam.
Clause 1 of Article 2 of Decree 36/2025/ND-CP stipulates the tasks and powers of the Office of the Government of Vietnam in comprehensive consulting and coordination to assist the Government of Vietnam as follows:
- Preside over the construction and management of the Government of Vietnam's work programs according to legal provisions; monitor and urge ministries, ministerial-level agencies, agencies under the Government of Vietnam (hereinafter referred to as ministries and central authorities), the People's Committees of provinces, centrally-run cities (hereinafter referred to as provincial People's Committees) and related agencies and organizations to implement the work programs of the Government of Vietnam and the Government of Vietnam's Working Regulations; aggregate, urge, inspect, evaluate the situation, results of implementation, and report to the Government of Vietnam;
- Coordinate with ministries, central authorities, and the People's Committees of provinces and related agencies and organizations in preparing and finalizing initiatives, projects, and draft legal documents submitted to the Government of Vietnam for consideration and decision according to legal provisions.
- Preside over the verification of procedures, order, competence, processing responsibilities, and comprehensive consulting on content; have independent opinions regarding initiatives, projects, draft legal documents, and reports according to the Government of Vietnam's work program and other tasks submitted by ministries, central authorities, and the People's Committees of provinces and related agencies and organizations to the Government of Vietnam.
- Preside over, cooperate with ministries, central authorities, and the People's Committees of provinces and related agencies and organizations in preparing content and services for the Government of Vietnam's meetings and conferences of the Government of Vietnam, the Government Standing Committee.
- Consult and assist the Government of Vietnam in working relations with agencies of the Communist Party, the National Assembly, the National Assembly Standing Committee, the President, the Vietnam Fatherland Front Central Committee, and central bodies of political-social organizations, the Supreme People's Court, the Supreme People's Procuracy.
- Preside over building initiatives, projects, draft legal documents, and reports when assigned by the Government of Vietnam.
Decree 36/2025/ND-CP is effective as of March 1, 2025.

Units under the organizational structure of the Office of the Government of Vietnam are administrative organizations with functions, duties, powers, and organizational structures defined by the Minister, Director of the Office of the Government of Vietnam.
The Government of Vietnam Electronic Portal is authorized to use the seal with the national emblem. Department I has three divisions; the Administration Department has four divisions.
The Minister, Chief of the Office of the Government of Vietnam, submits the list of public service providers under the Office of the Government of Vietnam to the Prime Minister of Vietnam for issuance.
