Is Decree 77 on amendments to the regulations on allowances, subsidies, and preferential policies for people with meritorious services to the revolution in Vietnam available?
On July 1, 2024, the Government of Vietnam issued Decree 77/2024/ND-CP on amendments to several articles of Decree No. 75/2021/ND-CP dated July 24, 2021, of the Government of Vietnam on allowances, subsidies, and preferential policies for people with meritorious services to the revolution. Decree No. 75/2021/ND-CP was amended and supplemented under Decree No. 55/2023/ND-CP dated July 21, 2023, of the Government of Vietnam.
Decree 77/2024/ND-CP takes effect from July 1, 2024.
Several amendments of Decree 77/2024/ND-CP are as follows:
- Amending Clause 1 of Article 3 of Decree No. 75/2021/ND-CP, which was amended and supplemented at Clause 2 of Article 1 of Decree No. 55/2023/ND-CP as follows: The standard preferential allowance for people with meritorious services to the revolution is VND 2,789,000 (hereinafter referred to as the standard amount).
- Amending Clause 2 of Article 6 of Decree No. 75/2021/ND-CP as follows: Centralized healthcare rehabilitation: The expenditure amount is 1.8 times the standard amount per person per session. The expenditures include:
+ Meals during rehabilitation
+ Essential medicines
+ Gifts for the beneficiaries
+ Sightseeing
+ Other expenditures directly serving the beneficiaries during rehabilitation (maximum 10% of the healthcare rehabilitation expenditure amount), including face towels, soap, toothbrushes, toothpaste, photography, health counseling, functional rehabilitation, books, newspapers, cultural, artistic, and sports activities, and other expenditures serving the beneficiaries.
- Replacing Annex 1, Annex 2, Annex 3, issued together with Decree 55/2023/ND-CP on amendments to several articles of Decree 75/2021/ND-CP

What is the standard preferential allowance for people with meritorious services to the revolution in Vietnam from July 1, 2024?
According to Article 3 of Decree 75/2021/ND-CP, amended by Clause 2 of Article 1 of Decree 55/2023/ND-CP, and Clause 1 of Article 1 of Decree 77/2024/ND-CP, the standard preferential allowance for people with meritorious services to the revolution is specified as follows:
Standard preferential allowance
1. The standard preferential allowance for people with meritorious services to the revolution is VND 2,789,000 (hereinafter referred to as the standard amount).
2. The standard amount stipulated in Clause 1 of this Article serves as the basis to calculate allowances, subsidies, and preferential policies for people with meritorious services to the revolution and their relatives. These amounts are adjusted whenever the standard amount is adjusted and rounded to the nearest thousand VND.
According to the above regulation, the standard preferential allowance for people with meritorious services to the revolution from July 1, 2024, is VND 2,789,000 (an increase of VND 734,000 from the previous amount).
The standard preferential allowance for people with meritorious services to the revolution serves as the basis for calculating allowances, subsidies, and preferential policies.
Who are the people with meritorious services to the revolution in Vietnam?
According to Article 3 of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution 2020, the beneficiaries of preferential treatment for people with meritorious services to the resolution in Vietnam include:

1. People with meritorious services to the Resolution include:
a/ People engaged in revolutionary activities before January 1, 1945;
b/ People engaged in revolutionary activities from January 1, 1945 to August 1945;
c) Martyrs;
d/ Heroic Vietnamese mothers;
e/ Heroes of the People's Armed Forces;
e) Heroes of Labor during the resistance period;
g) Wounded soldiers, including Class B wounded soldiers recognized before December 31, 1993; beneficiaries of policies such as wounded soldiers;
h) Sick soldiers;

Thus, people with meritorious services to the revolution include the following categories:
- People engaged in revolutionary activities before January 1, 1945;
- People engaged in revolutionary activities from January 1, 1945 to August 1945;
- Martyrs;
- Heroic Vietnamese mothers;
- Heroes of the People's Armed Forces;
- Heroes of Labor during the resistance period;
- Wounded soldiers, including Class B wounded soldiers recognized before December 31, 1993; beneficiaries of policies such as wounded soldiers;
- Sick soldiers;
- Resistance activists contaminated with chemical agents;
- People engaged in revolutionary, resistance, national defense or international service activities are imprisoned or exiled by the enemy;
- Resistance activists for national liberation, national defense and international duty;
- People who have contributed to the revolution.
