Deadline for Organizing Party Member Admission Ceremonies, Considering Official Party Membership Recognition, and Counting Party Member Age
Based on Section 4 of Regulation 24-QD/TW in 2021, Regulation on the implementation of the Charter of the Communist Party, Article 5 on the timeline for organizing the party member admission ceremony, recognizing official party members, and calculating party member age is specified as follows:
4.1. (Clause 1): Timeline for organizing the admission ceremony.
Within 30 working days from the date of receiving the decision on party member admission by the competent party committee, the branch must organize an admission ceremony for the party member. If it exceeds the stated timeline, a report must be submitted, and permission must be obtained from the immediate higher-level party committee.
4.2. (Clause 2): Timing for recognizing official party members.
4.2.1.
Within 30 working days from the date the party member completes 12 months of probation, the branch must review and propose official recognition for the party member. If conditions for official recognition are not met, a recommendation must be made to the competent party committee to remove the name from the list of party members.
4.2.2.
Probationary party members who meet the conditions for becoming official are recognized as such at the end of the 12-month probation, regardless of any delay in branch meetings or approval by the competent party committee.
4.2.3.
In cases where the subordinate party organization has voted three times but failed to get two-thirds of the official members or executive committee members to agree to recognize a probationary party member as official or to recommend removing the name from the list, a report must be made to the immediate higher-level party committee and the competent party committee for review and decision.
4.3. (Clause 3): Timeline and authority for decision-making on party member admission and recognition of official members.
4.3.1.
Within 60 working days from the date the branch passes a resolution to recommend admission, and within 30 working days from the date the branch passes a resolution to propose official recognition, the competent party committee must review and decide. In special cases, an extension of up to 30 working days is allowed. The result, whether in agreement or not, must be communicated to the branch that recommended the admission or recognition. If the timeline is exceeded without a valid reason, responsibility must be reviewed before the superior level party committee.
4.3.2.
Authority for decision-making on party member admission and recognition of official members is as follows:
a) Basic party committees authorized to admit members: Decisions are made by the collective basic party committee.
b) The direct higher-level party committee of the basic party organization, Central party committees granted authority: Decisions are made by the Standing Committee.
c) Provincial committees, municipal committees, and subordinate Central party committees: Decisions are made collectively by the standing party committee and standing members in charge of the party's departments at the same level.
d) Authority for decision-making on party member admission and official recognition within the Communist Party units of the military and the central public security: Specific regulations set by the Politburo.
4.4. Case of incorrect admission and official recognition of party members.
If the superior party committee, upon inspection and verification, finds that the admission and official recognition of party members is non-compliant with regulations, the handling measures are as follows:
4.4.1.
If the decision to admit a person to the Communist Party and recognize them as a party member does not meet the standards and conditions according to Article 1 of the Party's Charter, the party committee must annul its decision and notify the branch where the party member operates to remove the name from the list. If the party organization that issued the decision has dissolved or been disbanded, the competent party committee where the party member operates has the authority to annul the non-compliant decision.
4.4.2.
If the decision to admit a person to the Communist Party and recognize them as a party member is not within the proper authority or does not follow the correct procedures according to Article 4 and Article 5 of the Party's Charter, the decision must be annulled. The competent party committee must reprocess the procedures according to regulations and review the responsibilities of the involved organizations and individuals. If the party organization has dissolved or been disbanded, the competent party committee where the party member operates must conduct verification and reprocess the procedures accordingly.
4.5. Calculation of a party member's age.
4.5.1.
For party members recognized as official, their party age is calculated from the date the competent authority issues the admission decision, excluding periods of non-participation in party activities.
Periods of non-participation in party activities include: times of expulsion (including temporary expulsion as per the Party's Charter of the second term), periods of name removal, periods of lost contact with the party organization, and periods of interruption due to party activity transfers.
4.5.2.
For party members readmitted and then recognized as official, their party age is calculated from the date the competent authority first issued the admission decision, excluding periods of non-participation in party activities (special cases are decided by the Secretariat).
