Currently Suffering from Keratitis – Do You Have to Participate in Military Service?
Based on Appendix 1 Classification of Health According to Physical Condition and Diseases issued together with Joint Circular No. 16/2016/TTLT-BYT-BQP, the regulation is as follows:
STT 7. Corneal Diseases:
- Currently experiencing corneal inflammation:
+ Mild: 3T Points
+ Moderate: 4T Points
Pursuant to Clause 4, Article 9 of Joint Circular No. 16/2016/TTLT-BYT-BQP, health classification of citizens participating in military service medical examinations is based on the points given for 8 criteria recorded in the military service health assessment form. Specifically:
- Type 1: All 8 criteria receive point 1;
- Type 2: At least 1 criterion receives point 2;
- Type 3: At least 1 criterion receives point 3;
- Type 4: At least 1 criterion receives point 4;
- Type 5: At least 1 criterion receives point 5;
- Type 6: At least 1 criterion receives point 6.
Hence, at the time of your military service examination, if you are suffering from corneal inflammation, you will be classified as having health type 3 or 4, depending on the severity as mentioned above. (T is understood as temporary health status).
And Point a, Clause 3, Article 4 of Circular No. 148/2018/TT-BQP stipulates the health standards for military recruitment as follows:
Select citizens with health types 1, 2, 3 as per the regulation in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016, by the Minister of Health - Minister of National Defense which stipulates the medical examination for performing military service.
From the above regulations, in your case, if you are classified as having health type 3, you still meet the health conditions to participate in military service. However, if classified as type 4, you do not meet the health conditions.
