Criteria for grading, evaluating and classifying the people's movement to protect national security regarding agencies, enterprises and education institutions in Vietnam in Vietnam

Pursuant to Article 7 of the Regulation on criteria for grading, evaluating and classifying the people's movement to protect national security promulgated together with Decision 510/QD-BCA-V05 in 2022 stipulating criteria for grading, evaluating and classifying the people's movement to protect national security regarding agencies, enterprises and education institutions in Vietnam in Vietnam as follows:

1. In the first quarter of each year, the Party Committee (at place where the Party is organized) issues a resolution; agencies, enterprises and educational institutions issue programs or plans to suit the situation and fully implement the directives of their superiors on movement building; Organize and summarize the movement and strictly implement the information and reporting regime: 3 points.

2. There are many forms of propaganda and mobilization to attract 90% or more party members, officials, employees, workers, students and students to participate in the movement: 3 points.

3. Actively respond to or take the form of organizing "The All People's Day for National Security Protection" and other topics under the direction of the Steering Committee for Crime Prevention and Control and Social Evils Building. The all-people movement to protect national security at all levels is practical and effective, suitable to the actual conditions and circumstances of agencies, enterprises and educational institutions: 5 points.

4. Closely coordinate with local authorities and police forces at all levels in building the movement:

a) Formulate regulations or coordination plans: 1 point;

b) Organize the full implementation of regulations or coordination plans: 1 point;

c) Periodically review, summarize and evaluate performance results: 1 point;

d) Participate fully in local movements and campaigns: 2 points.

5. Protect state secrets, protection of internal politics, labor safety, fire and explosion prevention and fighting, and environmental protection:

a) No internal disunity; Complaints, denunciations against regulations; participate in a large gathering of people to complain causing disturbances to security and public order: 2 points;

b) No negativity, corruption, loss of property: 2 points;

c) No illegal strike or strike: 2 points;

d) Formulate internal rules and regulations on protection of agencies, enterprises and educational institutions: 2 points;

dd) Strictly comply with regulations on fire prevention and fighting; occupational safety; environmental protection: 2 points;

e) Well perform the work of protecting state secrets: 2 points;

g) Trade unions and mass organizations are rated by their superiors as "Complete tasks well" or higher (for agencies, enterprises, educational institutions with trade unions or mass organizations); fulfill the tax payment obligation as prescribed by the State (for agencies, enterprises, and educational institutions that do not have Party organizations, trade unions or mass organizations): 2 points.

6. The construction of force to protect agencies, enterprises and educational institutions must be suitable to the conditions of the unit:

a) Arrange security forces: 2 points;

b) The security force successfully completes the task or more: 2 points.

7. Build a new model or maintaining at least 01 movement model in effective and practical agencies, enterprises and educational institutions: 10 points.

8. Register and satisfy the "Safety, security and order" standard:

a) Agencies, enterprises and educational institutions register and strive to meet the standard of “Safety, security and order”: 1 point;

b) 100% of departments, divisions, groups, teams, etc in agencies, enterprises and educational institutions have registered to commit to meet the standard of "Safety, security and order": 2 points.

c) Satisfy the standard of “Safety, security and order”: 50 points.

9. Collectives or individuals are rewarded with unexpected rewards at all levels in the movement: Collective 2 points; individual 1 point; no more than 3 points.

Criteria for grading, evaluating and classifying the people's movement to protect national security regarding communes in Vietnam

Pursuant to Article 8 of the Regulation on criteria for grading, evaluating and classifying the people's movement to protect national security promulgated together with Decision 510/QD-BCA-V05 in 2022 stipulating criteria for grading, evaluating and classifying the people's movement to protect national security regarding communes in Vietnam as follows:

1. In the first quarter of each year, the Party Committee shall issue a thematic resolution and organize the full implementation of the directives of the higher authorities on movement building: 2 points.

2. The Steering Committee for the prevention and control of crimes and social evils and the construction of the movement of all people to protect the national security at the commune level shall have a program or plan to direct the movement; regularly guide, urge and inspect the implementation; Organize and summarize the movement and strictly implement the information and reporting regime: 3 points.

3. Direct and organize the effective implementation of propaganda and mobilization of the people to participate in the prevention and combat of crimes, law violations and social evils; maintaining traffic order and safety; prevent, stop, prevent large fires causing serious damage and prevent and control natural disasters and epidemics: 5 points.

4. Direct and organize the "All people's day for national security protection" and other topics under the direction of the Steering Committee for the prevention and control of crime and social evils, and building a movement for all people to protect national security at all levels is guaranteed in terms of content, form and effectiveness in the spirit of grassroots orientation: 5 points.

5. Regularly consolidate and consolidate core forces to ensure security and order at a clean and strong grassroots: 2 points.

6. Coordinate between the police force, the militia and self-defense force, the Fatherland Front Committee and its member organizations in the construction of the movement:

a) Develop a plan for coordination: 1 point;

b) Periodically organize briefings, briefs, summaries and evaluation of performance results according to regulations: 2 points.

7. Pay attention to allocating funds from the state budget and funds mobilized voluntary contributions from organizations and individuals in the form of socialization and ensuring legal and regulatory conditions to build Build movement: 3 points.

8. Internal political protection work at Party agencies and commune authorities:

a) Do not let internal disunity occur; Letters, complaints are not in accordance with regulations; negative corruption, loss of assets: 2 points.

b) Well perform the work of protecting state secrets: 2 points.

c) Formulate the rules for entering and exiting the headquarters of the Party and administrative offices of communes; security force arrangement: 2 points.

d) Strictly comply with regulations on fire prevention and fighting and rescue; manage and use weapons, explosives and supporting tools in accordance with regulations: 2 points.

9. 100% of residential areas, agencies, enterprises and educational institutions build new models or maintain effective and practical movement models; preliminary, summary, evaluation, bar type model movement ineffective operation: 10 points.

10. Register and satisfy the "Safety, security and order" standard:

a) The commune-level People's Committees register and strive to meet the "Safety, security and order" standard: 1 point.

b) 100% of residential areas, agencies, enterprises and educational institutions under their management authority in the registered area strive to meet the standard of "Safety, security and order": 2 points.

c) Satisfy the standard of “Safety, security and order”: 50 points.

11. Commune-level police force:

a) Actively advise the Party committees and authorities of communes to issue documents directing and guiding the implementation, urging and inspecting the implementation of movement building: 1 point;

b) Actively coordinate in propaganda and mobilization of the people; the work of preventing and fighting various types of crimes and social evils, solving complex spots and places of social order in the locality; strictly manage conditional business lines: 1 point;

c) No disciplined officers or soldiers: 1 point.

12. The collective or individual is rewarded with unexpected rewards by superiors in the movement: Certificate of Merit: 2 points for the collective, 1 point for the individual; Certificate of Merit: Team 3 points, individual 2 points; no more than 3 points.
