Criteria for Evaluating and Classifying the Quality of Collective Leadership and Management
In Guidance 16-HD/BTCTW of 2018 on the review, evaluation, and annual quality classification for Communist Party organizations, Communist Party members, and collective and individual leaders, managers at all levels issued by the Central Organization Department, the following provisions are outlined:
- Evaluation and classification of the quality of leadership and management collectives apply to the following subjects:
- Communist Party Caucus, the Provincial Party Committee; the Standing Committee of the District-level Party Committee; grassroots-level Party Committee.
- Standing Committee of the Vietnam Fatherland Front Committee at district and commune levels; Standing Committee of political-social organizations at the district level and Executive Committee at the grassroots level.
- Collective leadership of specialized advisory and assistance agencies of provincial and district-level Party Committees.
- Other leadership and management collectives as decided by the Provincial Party Committees, City Party Committees, and Party Committees under the Central Government.
- Evaluation criteria framework
a) On building collective leadership and management
- Implementation of the principle of democratic centralism, self-criticism, and criticism; working regulations; building internal solidarity.
- Responsibility in leadership, direction, inspection, and supervision of political tasks of the organization, agency, unit.
b) On the results of annual assigned tasks
- For the Party Caucus, the Provincial Party Committee; the Standing Committee of the District-level Party Committee; grassroots-level Party Committee:
+ Results of leadership and direction in Party building, and political system building.
+ The concretization, development, and implementation of annual programs and work plans.
+ Results of implementation of targets and tasks for socio-economic development, defense, and security assigned, approved by competent authorities, and quantified by products (if any).
+ Results of evaluation and classification of organizations, agencies, and units directly led and managed.
- For the Standing Committee of the Vietnam Fatherland Front Committee at district and commune levels; Standing Committee of political-social organizations at the district level and Executive Committee at the grassroots level:
+ Concretization, development, and implementation of annual programs and work plans to implement the Party's guidelines and policies, state laws, and directives and guidance from the Fatherland Front, political-social organizations at the higher level.
+ Results of implementation of targets and tasks assigned by the Party Committee at the same level; Fatherland Front, political-social organizations at the higher level during the year.
+ Results of evaluation and classification of subordinate units.
- For the collective leadership of specialized advisory and assistance agencies of provincial and district-level Party Committees:
+ Advising on the concretization, development, and implementation of guidelines, programs, and work plans of the Party Committee during the year.
+ Monitoring, urging, inspecting, and guiding professional operations at the lower-level Party Committees.
+ Results of advisory work and performance of professional tasks according to the assigned functions and duties.
+ Results of evaluation and classification of subordinate units (if any).
c) Results of overcoming identified shortcomings and weaknesses
