Criteria for Classifying Officials as Exceptionally Completing Duties
According to Article 8 of Decree 90/2020/ND-CP prescribing the criteria for classifying the quality of officials as excellently completing tasks, the following stipulations are applied:
- Officials who do not hold leadership or management positions and meet all of the following criteria will be classified as excellently completing tasks:
a) Successfully implement the provisions of Clauses 1, 2, 3, and 4 of Article 3 of this Decree;
b) Complete 100% of tasks in accordance with the law, the set plan, or specific assigned tasks ensuring timely progress, high quality, and effectiveness, in which at least 50% of tasks are completed exceeding the requirements.
- Officials holding leadership or management positions who meet all of the following criteria will be classified as excellently completing tasks:
a) Successfully implement the provisions of Clauses 1, 2, 3, 4 and Point a Clause 5 of Article 3 of this Decree;
b) Criteria for task performance results in accordance with the law, the set plan, or specific assigned tasks are all successfully met ensuring timely progress, high quality, and effectiveness;
c) Lead, direct, and manage agencies, organizations, units, or sectors under their charge to complete all targets and tasks, in which at least 50% of the targets and tasks are completed exceeding the requirements;
d) 100% of the agencies, organizations, and units under their direct responsibility are assessed as completing tasks or higher, among which at least 70% are rated as well or excellently completing tasks.
