Council of Judges of the Supreme People's Court must have at least 03 members

Based on Clause 1, Article 22 of the Law on the Organization of People's Courts 2014 which stipulates:

The number of members of the Judicial Council of the Supreme People's Court shall not be less than thirteen and not more than seventeen; including the Chief Justice, Deputy Chief Justices of the Supreme People's Court who are Judges of the Supreme People's Court, and the Judges of the Supreme People's Court.

And according to Clause 1, Article 26 and Clause 1, Article 28 of this Law:

The Chief Justice of the Supreme People's Court shall be elected by the National Assembly based on the proposal of the President.

The Deputy Chief Justices of the Supreme People's Court shall be appointed by the President from among the Judges of the Supreme People's Court.
