What are regulations on costumes of the Market Surveillance Force in Vietnam?

According to Article 11 of Decree 33/2022/ND-CP (effective from July 15, 2022), costumes of the Market Surveillance Force are as follows:

1. Market Surveillance clothing granted to civil servants working at Market Surveillance agencies at all levels, including:

a) Men's shirt and jacket;

b) Women's shirts and women's jackets;

c) Men's jackets;

d) Women's coats;

d) Overcoat, cotton shirt, vest, windbreaker;

e) Men's casual pants;

g) Casual pants, skirts for women;

h) Keppy hats (for men), soft hats (for women), cotton hats, ties;

i) Other types of equipment include: belts; leather shoes; socks; helmet; folder.

2. Market Surveillance clothing shall be provided to civil servants working at the Market Surveillance agency in accordance with the subjects, job requirements and geographical characteristics.

3. Civil servants working at Market Surveillance agencies at all levels are responsible for preserving and using uniformly the uniforms, badges, and signboards of Market Surveillance in official activities in accordance with regulations of Vietnam Directorate of Market Surveillance, except for the following cases:

a) Public servants assigned to perform professional measures which, according to work requirements, must be kept secret;

b) Pregnant female civil servants;

c) Civil servants have not yet been issued with Market Surveillance uniforms;

d) Other cases decided by the General Director of the General Department of Market Surveillance.

4. The Ministry of Industry and Trade shall decide or decentralize the decision to promulgate the procurement regime, procedures for the issuance of badges, ensigns, badges, signboards and Market Surveillance uniforms.

What are regulations on model and dress code of the Market Surveillance Force in Vietnam?

In Article 12 of Decree 33/2022/ND-CP (effective from July 15, 2022), model and dress code of the Market Surveillance Force are as follows:

1. Men's shirt and jacket shirt for men

a) Men's short-sleeved shirt: light blue, German collar, two button-down collars on both sides to wear the brand's name, the door is folded 2.5 cm, the hem of the shirt is left in the pants. The chest has 2 embossed pockets, the middle of the bag has a puzzle, the bottom of the bag is beveled, the lid of the bag is beveled, with a pen clip, the middle two edges of the bag cover have a button attached. On the nape of the left pocket flap, there are 2 horizontal buttons to wear the sign. Flap on the side of the shirt with a buttonhole sewn on, the shirt has 5 buttons and 1 button on the neck, plastic buttons are sewn into the body, the button diameter is 10mm. The left sleeve has the Marketing Force logo on it. Shoulders have branded shoulder straps.

The form of short-sleeved shirt for men is shown in Appendix II issued with this Decree;

b) Men's long-sleeve shirt: light blue, German collar, two button-down collars on both sides of the badge, the hem of the shirt is left in the pants. The chest has 2 embossed pockets, the middle of the bag has a puzzle, the bottom of the bag is beveled, the lid of the bag is beveled, with a pen clip, the middle of the bag has a button attached. On the nape of the left pocket flap, there are 2 horizontal buttons to wear the sign. Flap on the side of the shirt with a buttonhole sewn on, the shirt has 5 buttons and 1 button on the neck, plastic buttons are sewn into the body, the button diameter is 10mm. Sleeves with steel sleeves, cuffs buttoned. The left sleeve has the Market Surveillance force logo. Shoulders have branded shoulder straps.

The model of a long-sleeved shirt for men is shown in Appendix II issued together with this Decree;

c) Men's undershirt: light blue. Long-sleeve shirt style, German collar, lapels let down in pants. The left chest has a floating pocket without flap, with a pen clip, and the bottom of the pocket is beveled. Bracelet with 5 buttons and 1 collar button, plastic buttons sewn to the body, button diameter 10mm. Sleeves have steel sleeves and button cuffs.

The form of a shirt worn in a jacket for men is shown in Appendix II issued together with this Decree .

2. Women's shirt and women's jacket shirt

a) Women's short-sleeved shirt: light blue. Short-sleeve shirt style, sleeveless door, 2 flaps collar, 2 buttonholes on both sides of the leaf collar, branded badges, 2 cm hem, shirt left out of pants. The front body has a ben cleat, a waist cup, with two floating bottom pockets, a rounded bottom, a fake bag cover, a V-shaped bevel. On the left chest, there are 2 horizontal buttons for wearing a sign. Bracelet with 5 plastic buttons, button diameter 10mm. The back body has a sewn back waist. The left sleeve has the Market Surveillance force logo. Shoulders have branded shoulder straps.

The model of short-sleeved shirt for women is shown in Appendix II issued together with this Decree;

b) Women's long-sleeved shirt: light blue. Long-sleeve shirt style, German collar, two button-down collars on both sides of the badge, 2 cm sewn hem, loose flap in pants. The front body has a ben cup and a waist cup. The back body has a sewn back waist. Sleeves have button-down cuffs. On the left chest, there are 2 horizontal holes to wear the signboard. Bracelet with 5 buttons and 1 collar button, plastic buttons sewn to the body, button diameter 10mm. The left sleeve has the Market Surveillance force logo. Shoulders have branded shoulder straps.

Models of long-sleeved shirts for women are shown in Appendix II issued together with this Decree;

c) Women's jacket shirt: light blue. Long-sleeve shirt style, German collar, flaps let go in pants. The front body has a side cup and a waist cup, a collar with 5 buttons and 1 collar button, plastic buttons sewn together, the button diameter is 10mm. The back body has a sewn back waist. Sleeves have cuffs with buttons.

Patterns of shirts worn in jackets for women are shown in Appendix II issued together with this Decree.

3. Men's Jackets

a) Outer appearance:

Dark blue color. Outerwear style, 2 lapel collar, two buttonholes on both sides, 2 buttoned collars to wear. The front body on the chest has 2 floating pockets on the top, the middle of the bag has soup, the bottom of the bag is beveled, on the left pocket lid has a pen clip, the side of the bag is rounded and buttoned. 2 horizontal holes on the left chest above the flap of the bag to wear the sign. The top button is 18mm in diameter, the bottom button is 22mm. Bracelet with 4 buttons, diameter 22 mm. Gold-plated metal buttons sewn to the body and pockets. The bottom pocket has a sink, with a flap of a swallow's wing, with a button closure. Sleeves are designed with 2 sleeves with ribbed fake door handles, each side is attached with 4 yellow metal buttons 18 mm in diameter. The left sleeve has the Market Surveillance force logo. Shoulders with branded shoulder straps;

b) Inner appearance:

The shirt is lined with the same color of the main fabric, the front has 2 lining pockets.

The jacket model for men is shown in Appendix II issued with this Decree.

4. Women's coats

a) Outer appearance:

Dark blue color. Outerwear style, 2 lapel collar, two buttonholes on both sides, 2 buttoned collars to wear. The lower front body has two recessed 1cm pockets, with pocket flaps, button closures, rounded edges and buttons with 18mm diameter buttons. Bracelet with 4 buttons, diameter 22 mm. Gold-plated metal buttons sewn to the body and pockets. The upper left front body has 2 horizontal buttons to wear the sign. Posterior body with posterior spine, split below. Sleeves are 2 with round strap, attached with 3 gold-plated metal buttons 18 mm in diameter. The left sleeve has the Market Surveillance force logo. Shoulders with branded shoulder straps;

b) Inner appearance:

The shirt is lined with the same main fabric color, the right front body has 1 lining pocket.

The jacket model for women is shown in Appendix II issued with this Decree.

5. Overcoat, cotton shirt, vest, windbreaker

a) Overcoat:

Dark blue color. The style of the outerwear is knee-length, with 2 lapels, on both sides of the leaf, with 2 buttoned collars, and worn with brand names. The back body has a trophy and a shoulder bridge of 0.5 cm. The upper left front body has 2 horizontal buttons to wear the sign. The lower front body has two diagonal muscle pockets, the two sides have leeches across the waist to tie the straps. Plastic belt buckle. The brace has 4 gold-plated metal buttons 22 mm in diameter, the lower back body has a spine and a back split. Sleeves are designed with double gills, with 18mm diameter gold-plated metal buttons. The left sleeve has the Market Surveillance force logo. Shoulders have branded shoulder straps. The shirt has a lining in the same color as the main fabric, the front has a lining pocket.

The overcoat pattern is shown in Appendix II issued with this Decree;

b) Waistcoat:

Dark blue color. 3-layer vest style. The collar has 2 layers, the outer layer has a broken collar, the inner layer is sewn with a buckle. The front body has a buckle with a cover plate, 2 rough sticky ends, and the bottom has two diagonal pockets. Ribs are attached with ribs. Underwear is bare cotton by regular parallel lines.

The waistcoat pattern is shown in Appendix II issued with this Decree;

c) Windbreaker:

Dark blue color. Winter outerwear style is designed with casual sleeves. There is a hat, the base of the hat has a buckle that attaches to the collar, the top of the hat has 2 drawstrings, and the 2 edges of the hat are glued. Front body has 2 muscle pockets. The brace opens all the way with a buckle, extending up to the top edge of the collar. The shirt buckle has a clip to cover the lock with two ends glued. Last time the bra inside the front body has 1 pocket, rough paste at the mouth. Sleeves have an adjustable matte finish. The hem has a drawstring drawstring. The left sleeve has the Market Surveillance force logo.

The windbreaker model is shown in Appendix II issued with this Decree;

d) Cotton shirt:

Dark blue color. 3-layer long-sleeve jacket style. 2-layer collar, the outer layer of the collar has a V-shaped lapel; Neck layer in sewing zipper closed neck. The front body on the chest has 2 embossed pockets, the edge of the bag is rounded and buttoned with a diameter of 15 mm; The bottom has 2 crossbody tonic pockets. The inner brace has a zipper, the outer brace has 4 buttons with a diameter of 22 mm. The back of the body has a shoulder bridge, there is a rib leech to thread the belt. Belt with plastic buckle. Shoulder with shoulder flap. Sleeves with double gills, fitted with 15 mm diameter button-down cuffs. The left sleeve has the Market Surveillance force logo.

Cotton bra, front body with 2 zippered lining pockets. The inner sleeve has elastic cuffs.

6. Men's casual pants

Dark blue color. Long casual pants style, with 2 diagonal pockets along the pants, zipper doors. Front body arranged 1 cup flipped to the side. The back body is extracted 1 cup, there is 1 back pocket. The waistband has 6 straps to thread the belt. Trouser waistband with straps.

The sample of men's casual pants is shown in Appendix II issued with this Decree.

7. Women's casual pants

Dark blue color. Vertical style casual pants, with 2 diagonal pockets along the pants, zippered pants door. Front and rear body split. Trouser waistband with straps.

Patterns of casual pants for women are shown in Appendix II issued together with this Decree.

8. Women's skirts

Dark blue color. The style of the dress is tight or slightly loose, with a removable waistband, with pockets. The front body is solid, the back body is cut into 2 pieces. The back has a tear lock and has a rear slit. The front and rear bodies each extract 1 cup. The skirt has lining, pleated skirt lining coincides with the first time.

9. Kepi hats (for men), soft hats (for women), cotton hats, ties

a) Kepi hats (for men):

Dark green color, light green cap. Curved hat style, with a cap, with a wall, the front part of the hat has a yellow cord attached, the two ends of the wire has a round metal button with a diameter of 16 mm, yellow, shaped like a floating 5-pointed star. In the middle of the hat, there is an oze hole for attaching the pins and branches, the diameter of the badge is 35 mm.

The model of the kepi hat (for men) is shown in Appendix II issued together with this Decree;

b) Soft hat (for women):

Dark blue color. Cloth hat style, round hat top, hat wall is divided into 2 parts: the upper part is attached to the top of the hat, the two sides are attached with 2 holes for ventilation, in the middle of the forehead there is a hole for attaching badges with conifer branches, diameter badge 28 mm; the lower part is attached to the brim of the hat; the front part of the hat has a yellow tortoise cord, the two ends have a round metal button with a diameter of 16 mm, yellow, with a floating 5-pointed star shape; The brim of the hat is designed to bend the back to the top of the hat.

The model of soft hat (for women) is shown in Appendix II issued together with this Decree;

c) Cotton hat:

Dark blue color. 3-pack style cotton hat with cap, hat with ears covering both ears and back of neck, earmuffs attached with lanyard below, each ear cover has 3 holes punched in an equilateral triangle at the ear position and 1 hole on the top cap to attach badges to pine branches.

The cotton hat sample is shown in Appendix II issued with this Decree;

d) Tie:

Dark blue color. The tie has an elastic band with a hook, has a buckle to adjust the length, and has a pre-tied tuber made of PVC. On the tie is embroidered the Market Manager badge 40 mm in diameter, the distance from the bottom of the badge to the bottom of the tie is 55 mm.

The tie sample is shown in Appendix II issued with this Decree.

10. Other equipment

a) Belt: Includes 2 pieces of rope and buckle.

- Wire: The outside of the wire: Black brown, uniform color, smooth surface, no roughness or separation. Wire inside: Uniform color, smooth surface or smooth flower embossing; The wire edge is rounded, the tail is cut round and the edge is stroked.

- Lock: Smooth lock surface, stylized logo on the lock is clearly balanced; sharp, compact contours, uniform deep stamping; Machined edges, edges and holes must be smooth, free of burrs.

Belt samples for men and women are shown in Appendix II issued together with this Decree;

b) Leather shoes:

- Men's leather shoes: Black leather uppers, splints with 4 pairs of fixed laces. The sole has an anti-slip pattern, the sole and the upper are bonded together with a synthetic adhesive.

The model of men's leather shoes is shown in Appendix II issued with this Decree.

- Leather shoes for women: Black leather uppers. Boat shoe style, shaking immediately without horizontal pattern. The sole has an anti-slip pattern, the sole and the upper are bonded together with synthetic glue and U-shaped heel.

The model of women's leather shoes is shown in Appendix II issued with this Decree;

c) Socks: dark blue, woven from yarn material. High-necked socks, socks with elasticity and sweat absorption.

The socks sample is shown in Appendix II issued with this Decree;

d) Helmets:

Dark blue color. The helmet style covers the head and ears, the core is plastic with a molded cap, the inside has a shock-absorbing foam layer, the foam covers the two fixed earloops. The hat strap is made of polyester fiber on the strap with a plastic buckle to fix the hat on the user's head, the top of the hat is linked to the hat by metal rivets.

The helmet model is shown in Appendix II issued with this Decree;

d) Pair of documents:

Black document bag, with digital lock, thickness 1.4 mm-1.6 mm. Has handles and straps. In the middle of the pair is the badge of the Market Surveillance force.
