Correcting the effectiveness of Circular 14/2023/TT-BNV in Vietnam
As prescribed in Official Dispatch 5538/BNV-VP in 2023, the Ministry of Home Affairs corrects Circular 14/2023/TT-BNV as follows:
On September 5, 2023, the Ministry of Home Affairs issued Circular 14/2023/TT-BNV on the regulation on updating, exploiting, and managing the specialized database of the Ministry of Home Affairs. After reviewing, the Ministry of Home Affairs found a technical error in Article 2 of Circular 14/2023/TT-BNV. The Ministry of Home Affairs corrects as follows:
Replace “This Circular takes effect on October 16, 2023” with “This Circular takes effect on October 26, 2023”.
This Circular is an integral part of Circular 14/2023/TT-BNV.
Therefore, the effectiveness of Circular 14/2023/TT-BNV will take effect on October 26, 2023.

Pursuant to Article 5 of the Regulation on updating, exploiting, and managing the specialized database of the Ministry of Home Affairs issued together with Circular 14/2023/TT-BNV stipulating databases on the list of specialized databases of the Home Affairs built and managed by the Ministry of Home Affairs in Vietnam as follows:
1. National database of archival documents
2. Database on the quality control of civil servant entry
3. Database on organization and structure
4. Database on local government and administrative boundaries
5. Database on associations, funds, and non-governmental organizations
6. Database on youth
7. Database on religion
8. Database on emulation and reward
9. Database on the management of training and development of civil servants, public officials, and civil servants
10. Database on talent
What are principles for updating, connecting, exploiting, and managing of specialized databases of the Ministry of Home Affairs in Vietnam?
Pursuant to Article 4 of the Regulation on updating, exploiting, and managing the specialized database of the Ministry of Home Affairs issued together with Circular 14/2023/TT-BNV stipulating principles for updating, connecting, exploiting, and managing of specialized databases of the Ministry of Home Affairs in Vietnam as follows:
- The specialized databases of the Ministry of Home Affairs are managed centrally from the central to the ministerial and local levels; ensuring unity in leadership and management, maximizing resources, and shortening the time in collecting, editing, and updating information for the specialized databases of the Ministry of Home Affairs in agencies and units.
- The work of updating and managing the specialized databases of the Ministry of Home Affairs is the responsibility of the relevant agencies and units, carried out in a unified, continuous, synchronized, scientific manner, reflecting fully, accurately, and timely information on the fields under the state management function of the Ministry of Home Affairs.
The updating of the database ensures the principle that data is collected from one source, one time without duplication, and shared with related information systems to serve data exploitation.
- The specialized databases of the Ministry of Home Affairs are shared to serve the activities of state agencies aimed at serving citizens and businesses in accordance with the law on data creation, management, and use.
- Agencies and units that are connected, shared, and exploit information with the specialized databases of the Ministry of Home Affairs must ensure the infrastructure conditions of the information system, connection model, data structure, security, safety, and information security in accordance with the law.
- The specialized databases of the Ministry of Home Affairs are stored, secured, and ensured information security.
The construction, management, exploitation, and use of specialized databases of the Ministry of Home Affairs must comply with the Vietnamese Government's e-Government architecture and the e-Government architecture of the Ministry of Home Affairs, regulations on the management, connection, and sharing of digital data of state agencies, and other relevant legal regulations.
