Answer: According to Article 31 of Regulation 102-QD/TW of 2017, it stipulates the following:
3- In the event of a violation of the provisions mentioned in Clauses 1 and 2 of this Article causing extremely serious consequences or in violation of any of the following cases, discipline must be by expulsion:
a) Organizing the production, sale, or circulation, distribution of prohibited, harmful cultural products.
b) Producing, storing, illegally buying, selling, transporting, or organizing the illegal use of drugs.
c) Engaging in usury, using illegal means in any form to collect debts.
Thus, your brother, who is currently a Party member but engages in usury, will be disciplined by expulsion according to the aforementioned regulations.
Will a Party member be expelled from the Communist Party for living together with a girlfriend?

Answer: According to Clause 3, Article 24 of Regulation 102-QD/TW of 2017, it stipulates the following:
In the event of a violation of the provisions mentioned in Clauses 1 and 2 of this Article causing extremely serious consequences or in violation of any of the following cases, discipline must be by expulsion:
- Violating regulations on the prohibition of marriage, violating the one-wife, one-husband marriage policies.

Currently, the 2014 Law on Marriage and Family does not prohibit two single people from living together (cohabitation) without registering a marriage. It only prohibits the act of "A person who is married to someone else and lives together as husband and wife or a single person who lives together as husband and wife with someone who is married;" (Point c, Clause 2, Article 5 of the 2014 Law on Marriage and Family).
Based on the above regulations, if both your nephew and his girlfriend are single, they are not violating the aforementioned policies and will not be disciplined by the Communist Party if discovered.

Disciplinary forms: For official Party members include: Reprimand, warning, dismissal, expulsion; for probationary Party members: Reprimand, warning.
A Party member who commits a violation to the extent of expulsion must be expelled, not applying the form of erasure; a member of the Party committee who commits a violation to the extent of dismissal must be dismissed, not allowed to resign from the position; a probationary Party member who violates to the extent of being disciplined will be reprimanded or warned, if unqualified, will be erased from the list of Party members.
Thus, for probationary Party members: Reprimand, warning, if unqualified, will be erased from the list of Party members, and there is no application for dismissal.
