Classification of Health for Workers and National Defense Public Employees
Article 5 Circular 37/2021/TT-BQP (effective from May 29, 2021) stipulates the classification of health for defense workers and public employees as follows:
Health for defense workers and public employees is divided into four categories:
1. Health category 1 must meet all three factors:
a) Body mass index level 1;
b) No illness or mild illnesses level 1;
c) Good working capacity, with sick leave days in a year not exceeding 15 days.
2. Health category 2 when any one of the following factors is present:
a) Body mass index level 2 or age above 55;
b) Having illnesses level 2 or mild chronic diseases that have stabilized, not affecting daily activities or work; only requiring preventive measures or outpatient treatment;
c) Working capacity meets job responsibilities: Sick leave days in a year range from 16 to 30 days; or physical training test results meet the requirements.
3. Health category 3 when any one of the following factors is present:
a) Body mass index level 3;
b) Having illnesses level 3 or chronic diseases that have not stabilized or recovered, affecting daily activities or causing functional disorders that need close and systematic military medical supervision, periodic check-ups, and implementation of preventive treatment policies;
c) Significant decrease in working capacity, not yet recovered: Sick leave days in a year range from 31 to 60 days, physical training test results do not meet requirements, requiring suitable job placement for treatment and recuperation to restore health.
4. Health category 4 when any one of the following factors is present:
a) Body mass index level 4 or prolonged, non-recoverable nutritional deficiency;
b) Having illnesses level 4 or chronic diseases that are difficult to stabilize, easily relapsed, with severe complications requiring close military medical supervision; must adhere to treatment indications and regularly implement necessary preventive and care policies;
c) Severe decrease in working capacity: Requires long-term or multiple periods of sick leave for treatment, sick leave days in a year exceed 60 days, failing to complete physical training exercises; decrease in labor capacity of 61% or more.
