Civil Servants with a Doctorate Degree During Probation are Entitled to Receive 100% of Their Salary?
Pursuant to Article 22 of Decree 138/2020/ND-CP, the regulations are as follows:
During the probation period, the probationary employee shall receive 85% of the first-grade salary level of the recruitment position. In the case where the probationary employee holds a master's degree suitable for the requirements of the recruited position, the salary shall be 85% of the second-grade salary level. In the case where the probationary employee holds a doctorate degree suitable for the requirements of the recruited position, the salary shall be 85% of the third-grade salary level. Allowances shall be received as per legal regulations.
The probationary employee shall receive 100% of the salary and allowances of the corresponding recruitment classification with the training level specified in Clause 1 of this Article in the following cases:
a) Working in areas with particularly difficult socio-economic conditions;
b) Working in hazardous and dangerous industries or professions;
c) Successfully completed military service, participating in the people’s police work, as military officers, police officers, professional army personnel who have been demobilized, people working in cryptographic work who are changing industries, graduates from officer training schools, graduates from basic level military commander training schools, and deputy army officers who have registered in the army officer reserve registration, members of the youth volunteer team, members of the young intellectual volunteers participating in rural and mountainous development for 24 months or more who have completed their missions.

Therefore, according to the above regulations, although you possess a doctorate degree, you will only receive 85% of the third-grade salary level of the recruitment position. However, if you meet the conditions outlined in Clause 2 of the above Article, you will be entitled to receive 100% of the salary.
How Long is the Probation Period for Civil Servants?
Based on Clause 2, Article 20 of Decree 138/2020/ND-CP, the probation period for officials is defined as follows:
a) 12 months for recruitment into C-level official positions;
b) 06 months for recruitment into D-level official positions;
c) The period of maternity leave under social insurance benefits, the period of sick leave from 14 days or more, the period of unpaid leave, the period of temporary detention, temporary custody, temporary suspension from work in accordance with legal regulations are not counted in the probation period.
In the case of probationary employees taking sick leave or other justified absence for less than 14 days, with the consent of the head of the agency or unit where the probationary employee is undergoing the probation policies, this period shall be counted into the probation period.
The probation period of civil servants will depend on the classification of the civil servant and will range from 6 to 12 months.
