Has the Circular Guiding Emulation and Commendation in the Construction Sector Been Applicable Since July 1, 2024?
On May 6, 2024, the Minister of Construction issued Circular 01/2024/TT-BXD detailing the implementation of certain provisions of the Law on Emulation and Commendation in the Construction sector.
Circular 01/2024/TT-BXD takes effect from July 1, 2024, and replaces Circular 04/2020/TT-BXD.
According to Article 2 of Circular 01/2024/TT-BXD, Circular 01/2024/TT-BXD applies to the following subjects:
- Collectives, officials, public employees, and workers in agencies, organizations, units, enterprises under or affiliated with the Ministry of Construction- Collectives, officials, public employees, and workers under the Department of Construction, Department of Planning and Architecture in provinces and centrally governed cities- Agencies, organizations, units, individuals working in the construction field- Collectives, individuals, Vietnamese households; collectives, individuals of Vietnamese residing abroad; collectives, foreign individuals with achievements and contributions to the construction and development of the construction sector.

What Are the Criteria for Awarding the Title "Advanced Worker" in the Construction Sector?
According to Article 7 of Circular 01/2024/TT-BXD, the title "Advanced Worker" is defined as follows:
Title "Advanced Worker"
The title “Advanced Worker” is awarded annually to officials, public employees, and workers stipulated in Clause 1 Article 2 of this Circular who meet the standards prescribed in Clause 1 Article 24 of the Law on Emulation and Commendation; including the completion of assigned tasks for the year ensuring quality and effectiveness.
Thus, the title "Advanced Worker" in the construction sector is awarded annually to officials, public employees, and workers who meet the following standards:
- Successfully complete assigned tasks or higher- Possess self-reliance, self-improvement, unity, and mutual support spirit, actively participate in emulation movements- Successfully complete assigned tasks for the year ensuring quality and effectiveness
What Are the Dossiers Required for Proposals for Commendation Titles and Forms of Commendation Under the Authority of the Minister of Construction?
According to Article 3 of Circular 01/2024/TT-BXD, the dossiers for proposals for commendation titles and forms of commendation under the authority of the Minister of Construction are stipulated as follows:
Dossiers Required for Proposals for Commendation Titles and Forms of Commendation Under the Authority of the Minister of Construction
1. The dossiers for proposals for commendation titles and forms of commendation under the authority of the Minister of Construction shall be made in accordance with Article 84 of the Law on Emulation and Commendation and Section 3, Chapter IV of Decree No. 98/2023/ND-CP dated December 31, 2023 of the Government detailing the implementation of certain provisions of the Law on Emulation and Commendation.
- The number of dossiers for proposals for commendation titles and forms of commendation under the authority of the Minister of Construction includes 01 set (original) and electronic files (Word file, PDF file, Excel file) of the dossiers, excluding documents containing state secrets, to be sent to the Ministry of Construction.
Thus, the dossiers for proposals for commendation titles and forms of commendation under the authority of the Minister of Construction include the following documents:

- Proposal letter for commendation title- Achievement reports of individuals, collectives- Emulation evaluation minutes- Certification or confirmation from competent agencies or organizations regarding initiatives, scientific topics, scientific and technological projects in the case of proposing the title "Grassroots Emulation Fighter," "Emulation Fighter" of the ministry, sector, province, "National Emulation Fighter."

- Proposal letter for commendation form- Achievement reports of individuals, collectives- Reward evaluation minutes- Certification or confirmation from competent agencies or organizations regarding outstanding achievements in labor, work, production, business, learning and research or other fields; significant contributions to economic and social development, ensuring social security, humanitarian charity; inventions, patents, initiatives, scientific and technological advances, or scientific and technological works and projects.
