Circular 99/2024/TT-BQP on awarding the "Creative Labor Award" in the military trade union in Vietnam
On November 22, 2024, the Minister of National Defense of VIetnam issued Circular 99/2024/TT-BQP concerning the consideration and awarding of the Creative Labor Award within the Vietnam People's Army Union.
Circular 99/2024/TT-BQP takes effect from January 5, 2025.
Article 3 of the Regulations on the Awarding of the Creative Labor Award within the Vietnam People's Army Union, issued with Circular 99/2024/TT-BQP, stipulates the principles for awarding the Award as follows:
- The registration to propose consideration for the Award is based on a voluntary basis; at the same time, it is associated with the role and responsibility of the Party committee, commissar (political officer), commander, and political agencies at all levels in the organization and implementation.
- The consideration and awarding of the Award are uniformly and synchronously carried out from the grassroots level to the Ministry of National Defense level, ensuring honesty, objectivity, fairness, democracy, and accuracy; voted by secret ballot and decided by majority.
- Priority is given to awarding the Work to authors and groups of authors directly working in border areas, at sea, on islands, in areas with particularly difficult socio-economic conditions; individuals of ethnic minorities, women, and groups with 70% or more females; individuals with significant achievements in training, mentoring, and nurturing colleagues to improve their professional, technical, and operational skills, contributing to the strong development of the unit.
- The Award is not given for works violating Article 8 of the Law on Science and Technology; nor is it awarded or proposed for award to authors or groups of authors during the time when the competent authority is considering disciplinary actions, investigating, inspecting, or auditing when there are signs of violation or complaints, denunciations, unresolved corruption, or negative issues highlighted by the media.

What documents are included in the application for the Creative Labor Award within the military trade union in Vietnam?
According to Article 4 of the Regulations on the Awarding of the Creative Labor Award within the Vietnam People's Army Union, issued with Circular 99/2024/TT-BQP:
Article 4. Conditions and Application Dossier
- Conditions
a) For authors and groups of authors
- Exemplarily abide by the policies and guidelines of the Communist Party, the laws and policies of the State, and the regulations of the unit.
- Complete assigned tasks and above.
b) For works
- Must have novelty and creativity, have been applied or have the potential to be applied in practical military building, national defense-security assurance, socio-economic development, and labor production and business.
- Works that have not won awards at competitions of ministries and central authorities and equivalent or higher, and may participate in one Ministry of National Defense-level award.
- Application Dossier
Each work submitted for the Award consideration is compiled into 03 sets of dossiers, A4 paper size in vertical orientation; blue covers for innovative works, and pink covers for other works. The dossier is arranged in the following order:
a) Application registration form;
b) Summary description of the content, scientific value of the work, not exceeding 06 A4 pages, typed in Times New Roman font, size 14;

Thus, the application for the Creative Labor Award within the military trade union includes the following documents:
- Application registration form
- Summary description of the content, scientific value of the work, not exceeding 06 A4 pages, typed in Times New Roman font, size 14
- Scientific biography of the author or group of authors participating in the work, if any
- Full explanation of the work
- List of the project lead and participating members, indicating the percentage of contributions by each member and confirmed by the commander of the unit from the regiment, brigade level or equivalent or higher
- Evaluation minutes of the work from the scientific council of the unit under the Ministry of National Defense
- Copy of the registration certificate of results for scientific and technological tasks, technical tasks; certificate of application value of the work from the using unit for innovations
- Copies of awards, certificates, and decision on commendation of the work (if any)
What are types of awards in Vietnam?
Based on Article 8 of the Law on Emulation and Commendation 2022 on types of awards:
- Commendation for meritorious service is rewarding individuals and collectives regularly achieving outstanding achievements in building and defending the motherland.
- Sudden commendation is promptly rewarding individuals, collectives, and households with unexpected outstanding achievements.
- Movement commendation is rewarding individuals, collectives, and households with outstanding achievements in emulative movements initiated and directed by competent authorities over a specific period or specialized emulation serving the political tasks of the Communist Party and the State.
- Lifetime contribution commendation is rewarding individuals with a long process of participation in revolutionary phases or in building and defending the motherland, holding leadership positions, managing in state organizations, public service providers, political organizations, political-social organizations, political-social-professional organizations, social organizations, social-professional organizations assigned tasks by the Communist Party and the State, with merits and achievements contributing to the revolutionary cause of the Communist Party and the nation.
- Tenure-based commendation is rewarding individuals in the People's Army and the People's Police with merits and working processes in the people's armed forces.
- International commendation is rewarding individuals, collectives of overseas Vietnamese; individuals, foreign organizations with achievements contributing to the construction and defense of the Vietnam Homeland.
