On December 8, 2024, the Minister of Home Affairs issued Circular 12/2024/TT-BNV, which stipulates the names, principles, subjects, criteria; reward levels for the Commemorative Medal; the rights and responsibilities of organizations and individuals in considering and awarding the Commemorative Medal; and the models of Commemorative Medals in fields under the management authority of the Ministry of Home Affairs (hereinafter collectively referred to as the Commemorative Medal).
The Circular 12/2024/TT-BNV applies to individuals awarded the Commemorative Medal; agencies and organizations proposing the award, presenting; and other relevant agencies and organizations involved in considering the Commemorative Medal.
According to Article 4 of Circular 12/2024/TT-BNV, the principles for awarding the Commemorative Medals in fields under the management of the Ministry of Home Affairs are as follows:
- Each type of Commemorative Medal is only awarded once to an individual. In cases where individuals meet the criteria, they may be eligible for multiple types of Commemorative Medals. There is no posthumous awarding of Commemorative Medals.
- The process of awarding the Commemorative Medal ensures accuracy, fairness, democracy, transparency, and promptness, in accordance with the specified criteria.
- The period of disciplinary action is not counted as working time for awarding the Commemorative Medal.
For cases of unjust disciplinary action, once rights are restored, the period under unjust disciplinary action is counted as working time for awarding the Commemorative Medal.
- The Ministry of Home Affairs awards the Commemorative Medals during traditional commemorative occasions of sectors or special occasions for particular cases.
The Circular 12/2024/TT-BNV takes effect from February 15, 2025, and replaces Circular 14/2019/TT-BNV regulating the awarding of Commemorative Medals in fields under the management authority of the Ministry of Home Affairs, and Circular 08/2022/TT-BNV, which amends certain articles of Circular 14/2019/TT-BNV, November 15, 2019, of the Minister of Home Affairs regulating the awarding of Commemorative Medals in fields under the management authority of the Ministry of Home Affairs.

Based on Article 3 of Circular 12/2024/TT-BNV on the Commemorative Medals under the management authority of the Ministry of Home Affairs:
Article 3. Commemorative Medals under the Management Authority of the Ministry of Home Affairs
The Commemorative Medal is a form of accolade by the Minister of Home Affairs to recognize and encourage individuals with achievements, contributions, and dedication to the building and development of the Ministry and the civil service sector, which include:
- Commemorative Medal “For the cause of the State Organization Sector”;
- Commemorative Medal “For the cause of Competition and Commendation”;
- Commemorative Medal “For the cause of State Management on Belief and Religion”;
- Commemorative Medal “For the cause of Archival Work”.
The Commemorative Medal is a form of accolade by the Minister of Home Affairs to recognize and encourage individuals with achievements, contributions, and dedication to the building and development of the Ministry and the civil service sector.
Thus, the Commemorative Medals under the management authority of the Ministry of Home Affairs include:
- Commemorative Medal “For the cause of the State Organization Sector”
- Commemorative Medal “For the cause of Competition and Commendation”
- Commemorative Medal “For the cause of State Management on Belief and Religion”
- Commemorative Medal “For the cause of Archival Work”
What behaviors are prohibited in competition and commendation in Vietnam?
Pursuant to Article 15 of the Law on Competition and Commendation 2022 on prohibited behaviors in competition and commendation:
Article 15. Prohibited Behaviors in Competition and Commendation
- Organizing competitions and commendations contrary to the State's policies and laws; exploiting competitions and commendations for self-interest.
- Obstructing, harassing, or engaging in corrupt practices in competition and commendation activities.
- Making false declarations, forging documents, verifying, or proposing improperly in competition and commendation.
- Abusing positions and authority to propose or decide to award titles or forms of commendation contrary to the law.

Thus, prohibited behaviors in competition and commendation include:
- Organizing competitions and commendations contrary to the State's policies and laws; exploiting competitions and commendations for self-interest.
- Obstructing, harassing, or engaging in corrupt practices in competition and commendation activities.
- Making false declarations, forging documents, verifying, or proposing improperly in competition and commendation.
- Abusing positions and authority to propose or decide to award titles or forms of commendation contrary to the law.
- Using reward items contrary to national customs, social morals, or having adverse impacts on society.
- Misusing the competition and commendation fund contrary to legal regulations.
