Chronic Otitis Media: Eligibility for Military Service?
According to the provisions set forth in Clause 3, Article 4 of Circular 148/2018/TT-BQP, only citizens with health grades 1, 2, or 3 are selected for conscription according to the health classification standards stipulated in Joint Circular 16/2016/TTLT-BYT-BQP.
Pursuant to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, the health classification is based on the scores assigned to 8 criteria listed on the military service health examination form. Specifically:
- Score 1: Indicates very good health condition;
- Score 2: Indicates good health condition;
- Score 3: Indicates fairly good health condition;
- Score 4: Indicates average health condition;
- Score 5: Indicates poor health condition;
- Score 6: Indicates very poor health condition.
Ear, nose, and throat diseases that cause a citizen to not meet the health conditions for military service are stipulated in item 33, Section II, Appendix 1, promulgated with Joint Circular 16/2016/TTLT-BYT-BQP, including:
Middle Ear:
- Acute otitis media: 4 points
- Serous otitis media: 4 points
- Chronic dry, clean otitis media:
+ Small or medium perforation of the tympanic membrane: 4 points+ Large perforation of the tympanic membrane: 5 points
- Chronic otitis media with tympanic membrane perforation, with mucus or pus discharge, perforation level:
+ Small or medium perforation: 5 points+ Large perforation: 6 points
- Chronic otitis media with perforation, with foul-smelling pus (Cholesteatome): 6 points
Therefore, with a condition of otitis media with pus and a small tympanic membrane perforation, according to the health examination regulations, your health condition is classified as grade 5.
With this health condition, you do not meet the conditions to participate in military service. However, you must undergo a health examination for military service when ordered so that the Examination Council can provide the most accurate conclusion.
