- The Ho Chi Minh Communist Youth Union is the trusted reserve team of the Communist Party, continuously supplementing young forces for the Party, continuing the glorious revolutionary cause of the Party and President Ho Chi Minh; it is the core force in youth movements; a socialist school; representing the interests of the youth; responsible for the Ho Chi Minh Young Pioneer Organization.
- The party committee leads directly the youth union organization at the same level in terms of direction, tasks, ideology, organization, and personnel.
According to the above regulation, the Ho Chi Minh Communist Youth Union is the trusted reserve team of the Communist Party, continuously supplementing young forces for the Communist Party, continuing the glorious revolutionary cause of the Party and President Ho Chi Minh.
What are principles for organization of the Communist Party of Vietnam?
Based on Article 9 of the 2011 Charter of the Communist Party of Vietnam:
Article 9.
The Communist Party of Vietnam is organized on the principle of democratic centralism. The basic content of this principle is:
- The leadership bodies at all levels of the Communist Party are established through elections, implementing collective leadership with individual responsibility.
- The highest leadership body of the Communist Party is the National Congress of Delegates. The leadership body at each level is either the congress of delegates or the congress of party members. Between two congresses, the leadership body of the Communist Party is the Central Committee, at each level it is the party executive committee, cell (abbreviated as the party committee).
- Party committees at all levels must report and take responsibility for their activities before the congress of the same level, before the higher and lower party committee levels; periodically inform their activities to subordinate party organizations, and practice self-criticism and criticism.

- Party organizations and members must comply with the resolutions of the Communist Party. The minority must submit to the majority, the lower level to the higher level, individuals to the organization, and all organizations within the Communist Party must submit to the National Congress of Delegates and the Central Committee.
- Resolutions of the leadership bodies of the Communist Party are only valid for execution if more than half of the members of that body agree. Before voting, each member is allowed to express their opinion.
- Communist Party members who have minority opinions are entitled to preserve them and report to the higher level committee up to the National Congress of Delegates, but they must strictly comply with the resolutions and not propagate views contrary to the Communist Party's resolutions. The competent level committee shall study and consider these opinions; no discrimination against members with minority views.
- Party organizations decide on matters within their competence, but must not contradict the principles, paths, policies of the Communist Party, the laws of the State, and resolutions of the higher levels.
