Central Fund for Natural Disaster Prevention and Control: Who Establishes It?
According to Clause 2, Article 3 of Decree 78/2021/ND-CP (Effective from September 15, 2021) stipulating the name and legal status of the Disaster Prevention Fund as follows:
The Central Disaster Prevention Fund (hereinafter referred to as the Central Fund) established by the Government of Vietnam under this Decree, is managed by the Ministry of Agriculture and Rural Development. The international transaction name of the Central Fund is: Vietnam Disaster Management Fund, abbreviated as VNDMF.
Thus, based on the above regulation, the Central Disaster Prevention Fund is established by the Government of Vietnam and managed by the Ministry of Agriculture and Rural Development.
