Can Women with Short Hair Get a Citizen Identity Card (CCCD)?
According to Clause 4, Article 5 of Circular 60/2021/TT-BCA, the regulations on taking photographs for chip-based Citizen Identification Cards must meet the following conditions:
- The portrait photo of the citizen must be taken head-on, with a bare head, clear face, clear ears, and without glasses;
- Attire and demeanor must be serious and respectful; specialized attire is not allowed when taking photos for the Citizen Identification Card;
- For citizens who follow a religion or belong to an ethnic group, they are allowed to wear their religious or ethnic ceremonial attire. If they have a headscarf, it is permitted to keep it on when taking photos for the Citizen Identification Card, but the face must be clear.
Therefore, there is currently no regulation that mandates women to have long or short hair when taking photos for the chip-based Citizen Identification Card. The only requirements for citizens are to have a bare head, clear face, clear ears, and not wear glasses. Thus, if you have short hair, you are still allowed to take a photo for the Citizen Identification Card.
