1. People's Public Security officers, non-commissioned officers, and soldiers who have achieved exceptional accomplishments in safeguarding national security, ensuring public order and safety, combating crimes and violations of the law, contributing to the development of the People's Public Security, conducting scientific research, and demonstrating outstanding performance in their duties at a rank lower than the highest rank for their position, are eligible for unscheduled promotion to a higher rank.
2. People's Public Security officers, non-commissioned officers, and soldiers who have achieved exceptional accomplishments in safeguarding national security, ensuring public order and safety, combating crimes and violations of the law, and whose current rank is lower than the highest rank prescribed for their position, are eligible for extraordinary promotion to a higher rank, up to but not exceeding the highest rank for their position.

What are the basic positions for People's Public Security officers in Vietnam?
Based on Article 24 of the 2018 Law on People's Public Security, the positions and titles of People's Public Security officers are regulated as follows:
Positions and Titles of People's Public Security Officers
1. The basic positions of People's Public Security officers include:
a) Minister of Public Security;
b) Director-General, Commander;
c) Director of Provincial Police, Municipal Police under the central government;
d) Head of Department; Chief of District Police, Municipal Police under the province or central government; Battalion Commander;
e) Team Leader; Chief of Commune, Ward, Town Police; Company Commander;
g) Platoon Leader;
h) Squad Leader.
2. Equivalent positions to those specified in points b, c, d, e, g, and h of this Article and other positions and titles within the People's Public Security are determined by the Minister of Public Security.
3. The professional titles and criteria for professional titles of People's Public Security officers are determined by the Minister of Public Security in accordance with the law.

The highest ranks for the positions of People's Public Security officers are as follows:
a) General: Minister of Public Security;
b) Lieutenant General, with a maximum number of 07, including:
Deputy Minister of Public Security, with a maximum of 06;
A distinguished People's Public Security officer elected to hold the position of Chairman of the National Assembly's Committee for Defense and Security;
c) Major General, with a maximum number of 35, including:
Director-General, Commander, and equivalents of units under the Ministry of Public Security who meet one of the following criteria: strategic advisory functions, coordination with other ministries, sectors, and localities; nationwide operations with direct leadership or coordination in carrying out tasks of safeguarding national security, ensuring public order and safety, combating crimes; research, guidance, and comprehensive management of professional tasks;
Standing Deputy Chairman of the Central Party Committee's Inspection Commission;
Director of the People's Public Security Political Academy, Director of the People's Security Academy, Director of the People's Public Security University;
Director of Hanoi City Public Security, Director of Ho Chi Minh City Public Security;
A distinguished People's Public Security officer approved to hold the position of Deputy Chairman of the National Assembly's Committee for Defense and Security or appointed as Deputy Minister or equivalent;
