Can Security Personnel Fire Their Weapons?

Based on Article 21 of the Law on Guard Force 2017 regarding firing guns while performing duties:
Bodyguards and guard soldiers, while performing their duties, are only allowed to fire guns in the following cases, but must comply with the principles of using military weapons as prescribed in the Law on Management, Use of Weapons, Explosives, and Support Tools:
Warning individuals intruding into the guard area or target;
Firing at individuals intruding into the guard area or target, after issuing an order to stop and firing warning shots into the air but to no avail;
Neutralizing individuals who are directly attacking the guard target or the bodyguards and soldiers performing duty;
Other cases of firing as prescribed in the Law on Management, Use of Weapons, Explosives, and Support Tools.
According to the above regulations, the guard force is not permitted to fire at individuals who are racing. Therefore, while performing your duties, you are not allowed to engage in such actions.
Under What Circumstances Can Bodyguards Mobilize People?
According to Article 22 of this Law regarding mobilizing people and vehicles to perform guard tasks as follows:
1. In urgent cases, to ensure absolute safety for the guard targets, bodyguards and soldiers are allowed to mobilize people, communication means, transportation means, other means, and the people using or operating those means, except for means belonging to diplomatic missions, consular offices, international organization representative offices, and people entitled to diplomatic or consular privileges and immunities according to the laws of Vietnam and international treaties to which the Socialist Republic of Vietnam is a party.
- Bodyguards and soldiers mobilizing people and vehicles are responsible for returning the means immediately after the urgent case ends. If the mobilized individuals suffer damages while performing tasks, they are entitled to benefits as stated in Item 2, Article 7 of this Law; if the mobilized means are lost or damaged, the mobilizing body must compensate as prescribed by law.
