Hello. I am currently a reserve officer. Recently, there were storms and floods in the Central region, so I was mobilized to participate in natural disaster prevention in Quang Nam province. I wonder if I will be promoted to military rank ahead of schedule after returning?

Article 20 of Decree 78/2020/ND-CP stipulates the conferment and promotion of reserve officer ranks, as follows:
1. Granted the rank of reserve officer
a) Students graduating from reserve officer training, students graduating from training for Commanders of commune-level military commands of the grassroots military sector are awarded the rank of Second Lieutenant and reserve officers;
b) Students training reserve officers from cadres, civil servants and public employees; Graduated from reserve officer training with good grade or higher, with good training results, based on the assigned position in reserve units and current salary to consider conferring reserve officer rank.
2. Promoted to the rank of reserve officer
Reserve officers who meet the following criteria and conditions will be considered for promotion to military rank:
a) Have good political qualities, ethics, and lifestyle; level of knowledge and capacity corresponding to the position held; During the period of consideration for promotion to military rank, comply well with regulations on registration, management, training, activities and mobilization orders of competent authorities;
b) The position currently held in the reserve unit and the position of Commander of the Commune Military Command requires a higher military rank than the current military rank;
c) Enough time limit for consideration for promotion to reserve officer rank prescribed in Clause 4, Article 41 of the 1999 Law on Officers of the Vietnam People's Army, amended and supplemented with a number of articles in 2008 and 2014.
3. Promoted to reserve officer rank ahead of schedule
Reserve officers have research projects, have valuable initiatives serving national defense or have excellent achievements, have courageous actions in protecting political security, social order and safety, and preventing natural disasters, epidemic, rescue, and being awarded medals will be considered for promotion to military rank ahead of time.
According to this Article, in your case, you are a reserve officer participating in natural disaster prevention in the Central region. However, you have not been awarded the Medal during the storm and flood prevention campaign, so you are still not eligible to be considered for promotion to military rank ahead of time in Vietnam.

According to Article 21 of Decree 78/2020/ND-CP regulating the authority to appoint and dismiss positions; demotion, dismissal; bestowed, promoted, demoted, and stripped the rank of reserve officers as follows:
1. Authority to decide on appointment, bestowment, and promotion to the rank of reserve officer
a) Political Commissar or Commander of the Ho Chi Minh City Command, Political Commissar or Commander of the Provincial Military Command shall decide on the appointment of reserve officers holding positions from deputy battalion commander and equivalent and below, promoted to reserve officer rank of lieutenant;
b) The Political Commissar or Commander of the Hanoi Capital Command decides to appoint reserve officers holding positions from deputy regimental commander or equivalent or lower; Promoted to reserve officer rank of Major or lower;
c) The Political Commissar or Commander of the military zone shall decide to appoint reserve officers to hold positions from battalion commander to regimental commander and equivalent, and promote reserve officers to the rank of Major and Lieutenant Colonel;
d) The Minister of National Defense decides to confer the rank of reserve officer; Appoint positions, promote reserve officers to remaining ranks and positions or report to competent authorities for decision.
2. The authority that has the authority to decide to appoint positions, bestow and promote military ranks to any position or level has the right to decide to relieve positions, demote military ranks, and strip military ranks of reserve officers to that position and rank.
Thus, with this regulation, the authority to decide on appointment, bestowment, and promotion of reserve officer ranks will belong to the above-mentioned agencies in Vietnam.
