1. Reprimand:

2. Warning:

The examination room supervisor shall make a record, announce it publicly at the examination room and apply it to candidates who commit one of the following errors:

a) Exchange work or scratch paper with other candidates;

c) Using documents, mobile phones, recorders, cameras, computers and other technical means of receiving and transmitting information, data backup means, and other information-containing equipment in the room. exam (unless the exam question says otherwise).

3. Suspension of exams:

The head of the examination committee shall decide to suspend the examination for the candidate who has been recorded in violation of a warning in the form of a warning, but still intentionally violates the exam rules, or the candidate intentionally causes unsafety and disorderly conduct, affecting the health and safety of the students. examination room. The suspension of the exam is publicly announced at the exam room.

4. Canceling exam results:

Based on the report of the Chairman of the Council, the head of the agency or unit competent to organize the recruitment of civil servants and public employees, the examination for promotion of civil servant ranks or promotion of professional titles of public employees shall cancel the results. exam for candidates who commit one of the following errors:

a) Write and draw on the exam paper things that are not related to the content of the test;

b) Swapping the exam or taking the exam for me or being suspended from the exam.

5. Deducting test scores:

a) Candidates who are reprimanded in any test, test or exam subject will be deducted 25% of the total number of correct answers or 25% of the total score of that section, exam or subject;

b) Candidates who are warned in any test, test or exam subject will be deducted 50% of the total number of correct answers or 50% of the total score of that section, test or exam.

c) When matching beats and scoring points, based on the record of handling of violations made by the examination room supervisor, the Secretary of the Council shall report to the Chairman of the Council for consideration and decision on the deduction of points for the case specified at Point 2. a, point b of this clause.

6. Scoring zero (0) for paper-based multiple-choice or written test:

The head of the examination committee shall decide the scoring of zero (0) based on the written report of the marking member, applicable to one of the following cases:

a) An exam, exam or exam subject has two or more assignments;

b) An exam, exam or exam subject has two or more different written characters;

c) The exam, exam or exam subject is written in two or more different ink colors or written in ink colors not in compliance with the provisions of Clause 6, Article 1 of this Regulation, unless there is a written certification of the proctor. examine the exam at the examination room and the head of the examination committee;

d) The exam part, exam, exam subject is written on scratch paper, paper not distributed by the examination room supervisor.

7. Candidates who violate the rules and regulations must be recorded in writing, and the examiner of the examination room and the violating candidate must both sign the minutes. After making the minutes and publicly announcing it in the examination room, the examination room supervisor must immediately report to the head of the examination board.

In case the violating candidate does not sign the violation record, the examiner of the examination room invites two candidates next to him to sign to confirm the incident. In case one of the two candidates or both candidates are invited to sign to confirm the fact that they do not sign the minutes, the proctor of the examination room still makes a record and reports it to the head of the examination committee for consideration and decision.

8. Candidates who intentionally cause unsafety or disorderly conduct affecting the examination room, in addition to being suspended or canceled exam results, depending on the nature and extent of their test results, will also be handled according to the provisions of the criminal law. .

9. Contestants being cadres, civil servants and public employees, if the examination is suspended or all results are canceled, the head of the agency or unit with management competence shall consider and handle disciplinary actions according to regulations. of the law on cadres, civil servants and public employees.

1. Exam review:

Each examination room is assigned 02 proctors, of which one proctor is assigned by the head of the examination board who is responsible for administering the exam at the examination room (called proctor 1). When assigned the task of supervising the examination in the examination room, the examination room proctor shall perform the following work steps:

a) Check the exam room, number the candidate's registration number at the exam room;

b) When there is an order, call candidates into the examination room; check the candidate's identity card or citizen identification card or other legal identity document; instruct candidates to sit in the correct position; Only allow candidates to bring into the examination room the items as prescribed, do not allow candidates to bring into the examination room materials and prohibited items as prescribed in this Regulation;

c) When there is an order, proctor 1 goes to receive exam papers, proctor 2 reminds candidates of necessary things about exam room discipline; clearly write full name and sign on the exam papers, scratch paper enough to be distributed to candidates (no redundant signatures); instruct and check candidates to fold the exam paper properly, write the registration number and fill in the candidate's information in the necessary sections of the test paper before taking the test. In case candidates require additional exam paper and scratch paper, the examiner must sign the exam paper and scratch paper before handing it out to the candidate;

d) At the signal, proctor 1 holds up the test envelope so that the candidate can clearly see the front, back and sealed status of the test paper, and at the same time requires two candidates to witness and sign the minutes. confirm exam status; then open the test envelope, check the number of exam questions; when there is an order or when it is time to distribute test papers, the test papers shall be distributed to candidates;

dd) During the exam time, one proctor covers from the beginning of the room to the end of the room, the other examiner covers from the end of the room to the beginning of the room until the end of the exam time; the test proctor may not stand next to any candidate or assist a candidate in taking the test in any way; only publicly answer candidates' questions within the prescribed scope;

e) The exam room supervisor is responsible for protecting the exam questions during the exam time, not letting the exam questions out of the exam room. After calculating the time to do the test for 15 minutes, the superintendent of the examination room will hand over the extra sealed exam questions to the member assigned by the head of the examination committee;

g) 15 minutes before the end of the test time, the examiner shall notify the remaining time to the candidates in order to check and complete the candidate's information in the necessary sections of the test paper before submitting. test.

2. Exam collection:

a) For the written exam:

Only the earliest test takers will be collected after 2/3 of the test time.

When the test time is over, the proctor asks the candidate to stop doing the test; proctor 1 has just called each candidate's name to submit the test, just received the candidate's test and when receiving the test, must count the total number of test papers submitted by the candidate, ask the candidate to write down the correct number of sheets and Sign the test collection list, after signing, the candidate is allowed to leave the exam room. Proctor 2 maintains order and discipline in the examination room.

b) For the paper-based multiple-choice test:

Test takers will only be collected when the exam time is up.

At the end of the test time, both examination room proctors collect all candidates' papers in the examination room, then call each candidate in turn to sign the test, while signing for the exam, the examination room proctor must check the test of the candidate who signed the submission, after signing the submission, the candidate is allowed to leave the examination room.

c) The examiner of the examination room checks and arranges the exams in ascending order of the registration number. Minutes of handling violations of exam rules and regulations (if any) must be compiled into a separate bag. The examiner of the examination room shall hand over the test papers together with a bag of violation handling minutes (if any) to the members assigned by the head of the examination committee to collect the test papers after each exam session. Each test bag must be publicly inspected and compared with the number of papers, the total number of sheets of each attached test, the list of exam collection and the disciplinary records (if any).

d) After the examination, the test bag and the list of exam collection of each examination room shall be sealed in place by the member assigned by the Head of the Examination Board to collect the test papers and the examination supervisors of that examination room. jointly sign the seal between the sealed label and the test bag and sign the minutes of delivery and receipt of the test.

dd) The head of the examination committee shall sign and seal the test bag before handing it over to the Secretary of the Council, together with the bag containing the minutes of violation handling (if any).

According to this Article, each exam room for the written test and the paper-based multiple-choice test in the Public employee exam will have two proctors to supervise the exam in Vietnam.
