Can One Vote While Admitted to the Hospital?
According to Clause 4, Article 69 of the Law on Election of Deputies to the National Assembly and Deputies to the People's Councils 2015, the principles of voting are stipulated as follows:

In cases where voters are sick, elderly, or disabled and cannot go to the polling station, the Election Team will bring a mobile ballot box and ballots to the voter's residence or treatment location for the voter to receive and cast their ballot.
For voters who are temporarily detained, those undergoing compulsory education at institutions, or those undergoing compulsory detoxification at rehabilitation centers where there are no separate polling areas, or voters who are temporarily held in detention centers, the Election Team will bring a mobile ballot box and ballots to the detention center, temporary detention house, compulsory education institution, or compulsory rehabilitation center for the voter to receive and cast their ballot.
Based on the above regulation, if your grandfather is sick and cannot go to the polling station, he can vote at the hospital. The Election Team will bring the ballot box to the hospital where he is being treated.
