Pursuant to Appendix 1 Classification of health by physical strength and disease (Issued together with Joint Circular 16/2016/TTLT-BYT-BQP), there are regulations:

Hypertensive disease:

Grade 1 Hypertensive disease: Score 4

Grade 2 Hypertensive disease: Score 5

Grade 3 Hypertensive disease: Score 6

According to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, based on the score for 8 criteria recorded in the military service health card to classify the health of participating citizens. Medical examination for military service, specifically as follows:

- Type 1: 8 indicators all score 1;

- Type 2: There is at least 1 indicator with a score of 2;

- Type 3: There is at least 1 indicator with a score of 3;

- Type 4: There is at least 1 indicator with a score of 4;

- Type 5: There is at least 1 indicator with a score of 5;

- Type 6: There is at least 1 indicator with a score of 6.

Thus, hypertensive diseases with the above levels will have health from type 4 to type 6 depending on the case in Vietnam.

And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP has regulations on health requirements for military recruitment as follows:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

b) Drafting for agencies, units and positions specified in Point b Clause 2 of this Article must ensure separate standards as regulated by the Ministry of National Defense.

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

Thus, from the above regulations in Vietnam, people with high blood pressure will not be physically fit to recruit. Therefore, in your case, you will not be selected to participate in military service.

Can I perform in the military service if I have a birthmark on my neck in Vietnam?

On my neck there is a birthmark about 3.5 cm2. So I would like to ask, can I perform military service?

Reply:

Pursuant to Section II Appendix 1 Classification of health according to physical strength and diseases (Issued together with Joint Circular 16/2016/TTLT-BYT-BQP), there are provisions:

Congenital skin defects, birthmarks of all types: Area from 10 - 20cm 2 not in the face - neck area, or area from 3 - 4cm 2 in the face - neck area: Score 3

According to the provisions of Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP, based on the scores for 8 indicators recorded in the military service health card to classify the health of citizens participating in the military service health examination, specifically as follows:

- Type 1: 8 indicators all score 1;

- Type 2: There is at least 1 indicator with a score of 2;

- Type 3: There is at least 1 indicator with a score of 3;

- Type 4: There is at least 1 indicator with a score of 4;

- Type 5: There is at least 1 indicator with a score of 5;

- Type 6: There is at least 1 indicator with a score of 6.

So if you have a birthmark on your neck with an area of about 3.5cm2, you will have health type 3.

And Point a, Clause 3, Article 4 of Circular 148/2018/TT-BQP has regulations on health standards for military recruitment as follows:

a) Draft citizens with health type 1, 2, 3 as specified in Joint Circular No. 16/2016/TTLT-BYT-BQP dated June 30, 2016 of the Minister of Health – the Minister of National Defense on provisions for pre-enlistment check-up.

From the above bases, it can be seen that in your case you can still be selected to participate in military service in Vietnam.

- Type 4: There is at least 1 indicator with a score of 4;

c) Do not conscript citizens with health type 3 and eye disorders (1.5 dioptre myopia or higher, hypermetropia at all degrees); drug addicts, those contracted with HIV, AIDS.

Thus, according to the above regulations in Vietnam, epilepsy is classified as health category 6. In addition, people with epilepsy are exempt from military service registration and will not be accepted into the military service.

Above is our advice regarding your request.
