Pursuant to Article 6 of Circular 02/2022/TT-BVHTTDL regulating class III librarians - Code: V.10.02.06

1. Mission:

a) Develop annual plans on assigned library professional tasks and organize implementation after approval;

b) Carry out professional and library activities as assigned;

c) Participate in research and application of scientific and technological achievements in library activities.

2. Standards for training and fostering qualifications:

a) Have a university diploma or higher in information - library major. In case of graduating from university or higher in another major, there must be a certificate of knowledge and professional skills training in the information and library field issued by a competent agency or organization;

b) Have a certificate of training standards for professional titles of library staff.

3. Standards for professional capacity and expertise:

a) Understand the Party's policies and guidelines, the State's policies and laws, and development strategies for libraries and reading culture;

b) Master professional knowledge and skills about libraries;

c) Have the ability to analyze and synthesize issues assigned to advise and manage;

d) Have the ability to guide library users in using library facilities to access and exploit information;

d) Have basic information technology skills, be able to use foreign languages ​​or use ethnic minority languages ​​for officials working in ethnic minority areas according to job position requirements.

4. Requirements for officials taking the exam or considering promotion to the professional title of librarian class III:

Have worked as a professional librarian class IV or equivalent for 2 years or more (not including probationary period) for college level or 3 years or more (excluding including internship and probationary period) for intermediate level. In case of equivalent time, there must be at least 01 year (full 12 months) holding the title of class IV librarian up to the deadline for submitting application documents for examination or promotion consideration.

Thus, you who do not graduate from university or higher with a major in information - library can still work as a Class III Librarian. In this case, you must have a certificate of knowledge and professional skills training in information - library majors issued by competent agencies and organizations. Besides, you also need to meet the standards and conditions specified above to be able to hold this position in Vietnam.

What training standards are required to become a Class IV Librarian in Vietnam?

According to Article 7 of Circular 02/2022/TT-BVHTTDL regulating class IV librarians - Code: V.10.02.07:

1. Mission:

a) Process information resources, including: Technical process, formal process, and organization of information resources with simple and universal content;

b) Organize information resources includes: Organize documents in the document warehouse and perform manual steps in preserving documents;

c) Participate in inventorying and purifying information resources as assigned;

d) Directly serve library users.

2. Standards for training and fostering qualifications:

a) Have an intermediate diploma or higher in information and library majors. In case of graduating from intermediate level or higher in another major, there must be a certificate of training in knowledge and professional skills in the information and library field issued by a competent agency or organization.

b) Have a certificate of training standards for professional titles of library staff.

3. Standards for professional capacity and expertise:

a) Understand the legal regulations on library work;

b) Have basic knowledge of library operations;

c) Have the ability to guide library users to access and exploit information and libraries;

d) Ability to apply information technology to perform assigned tasks;

d) Proficient in using technical means and equipment to serve task requirements.

According to this Article, to become a Class IV Librarian, one must meet the training qualifications specified above in Vietnam.
