Pursuant to Clause 1, Article 21 of the Regulation on recruitment of civil servants of the People's Procuracy issued with Decision 401/QD-VKSTC in 2021, based on conditions and standards for registering for civil servant recruitment in Article 7 of this Regulation, the Chief Procurator of the Supreme People's Procuracy can consider and accept admission without examination to become civil servants in the following cases:
- Have at least 05 years of working in a job position that requires a university degree or higher in accordance with the requirements of the job position to be recruited and has paid mandatory social insurance (Excluding internship and probationary periods, if there is a period of work with incoherent compulsory social insurance payment but has not yet received a one-time social insurance benefit, it will be accumulated), including:
+ Public employees working at public service units;
+ Commune-level officials and civil servants;
+ People receiving salaries in the people's armed forces, people working in cipher organizations but not civil servants;
+ Chairman of the Board of Members, Chairman of the Board of Directors, President of the company, Member of the Board of Members, Member of the Board of Directors, Controller, General Director, Deputy General Director, Director, Deputy Directors, Chief Accountants and people holding management positions and titles at department level or higher in enterprises with 100% charter capital held by the State, enterprises with more than 50% charter capital held by the State or total number of shares with voting rights;
- People who used to be cadres and civil servants at district level or higher and then were transferred and rotated by competent authorities to hold working positions other than cadres and civil servants at other agencies and organizations.
- People who graduated from a full-time university and passed as valedictorian at domestic training establishments; people who graduate from university or post-graduate university with good or excellent grades abroad according to the State's talent attraction policy.
Thus, according to the above regulations in Vietnam, if you graduate from an excellent university abroad according to the State's talent attraction policy, you can be considered and accepted by the Director of the Supreme People's Procuracy without passing the recruitment and selection exam as civil servants of the Procuracy.

Conditions and standards for registering for civil servant recruitment of the Procuracy in Vietnam
Pursuant to Article 7 of the Regulation on recruitment of civil servants of the People's Procuracy issued with Decision 401/QD-VKSTC in 2021, it is stipulated that applicants for civil servant recruitment, in addition to the conditions specified in the Law on Cadres and Civil Servants, must also ensure the following standards and conditions at the time of registration:
- Regarding current politics, political history of yourself and your family: Do not violate regulations on internal political protection of the Supreme People's Procuracy.
- Regarding professional qualifications: Have a university degree or higher in the required major.
In case the position to be filled does not require a university degree or is located in an area or other specialized job position with difficulty in recruiting resources, the recruiting unit shall report to the Supreme People's Procuracy for consideration and decision.
- Regarding health: Have enough health to work according to the conclusion of the competent medical agency; free from deformities, deformities, and defects; Men are 1.60m tall and weigh 50kg or more; Women are 1.55m tall and weigh 45kg or more.
Regulations on height and weight do not apply to people recruited as other professional civil servants.
- About age:
+ Not more than 35 years old for men and not more than 30 years old for women;
+ For cases of recruitment according to Clause 3, Article 21 of this Regulation or cases of cadres and civil servants transferring to the People's Procuracy from other branches, the age must not exceed 50 years old for men and not more than 45 years old for men. for women and must ensure that by the time they reach retirement age, they must have enough years of compulsory social insurance payment according to current provisions of law.
- In special cases, the Civil Servant Recruitment Council may stipulate additional standards and conditions but must be approved in writing by the Director of the Supreme People's Procuracy before implementation.
According to this Article, to be considered for admission as a civil servant of the Procuracy, you need to meet the above conditions in Vietnam.
