Pursuant to Clause 3, Article 2 of the Regulations on the management and use of costumes in the customs industry issued together with Decision 1062/QD-TCHQ, regulations on the principles when carrying and wearing costumes are as follows:
3. Civil servants, public employees, and employees working at the office and performing official duties outside the office must wear industry uniforms in accordance with regulations, except for the following cases where they are allowed to wear civilian clothes:
a) Anti-smuggling and anti-drug control forces are required to keep secrets when performing reconnaissance, disguise, and specialized investigation tasks.
b) Customs Magazine reporters when conducting investigative columns and reports need to keep secrets to collect information.

Pursuant to Article 7 of the Regulations on the management and use of clothing in the customs industry issued together with Decision 1062/QD-TCHQ regulating use of kepi hats and soft hats as follows:
1. Kepi hats and soft hats are used when wearing corresponding customs uniforms and in the following cases:
a) Work, study, train, attend ceremonies outdoors (except when using motorbikes or motorbikes, you must wear a kepi hat as prescribed by law).
b) Awarding and receiving medals, medals, state honors and other forms of commendation.
2. Hats with Customs badges attached. When wearing a hat, it must be worn neatly, the customs badge must be facing forward, and the cap must be tucked close to the chin.
3. When entering the office, do not wear a hat. Hats should be neatly placed on a rack or hung on the wall (in a formal place) according to the unified regulations of the unit. If placed on a shelf, the Customs mark faces outwards; if hung on the wall, the Customs mark faces downwards.
