Can customs public employees wear wool hats during winter training in Vietnam? What are regulations on the use of kepi hats and soft hats by customs public employees in Vietnam? 

My lover is a customs public employee. Because he often goes to the North for training in the winter, I plan to give him a wool hat I knitted. Can I ask if he can wear his hat during training?

Pursuant to Clause 3, Article 2 of the Regulations on the management and use of costumes in the customs industry issued together with Decision 1062/QD-TCHQ, regulations on the principles when carrying and wearing costumes are as follows:

3. Civil servants, public employees, and employees working at the office and performing official duties outside the office must wear industry uniforms in accordance with regulations, except for the following cases where they are allowed to wear civilian clothes:

a) Anti-smuggling and anti-drug control forces are required to keep secrets when performing reconnaissance, disguise, and specialized investigation tasks.

b) Customs Magazine reporters when conducting investigative columns and reports need to keep secrets to collect information.

c) Civil servants, public employees, and employees who transact and work outside the office with agencies, units, and organizations outside the Customs sector.

d) Civil servants, public employees, and employees attending classes, workshops, training, and conferences are not required to wear industry uniforms.

e) Female civil servants, public employees, and employees who are pregnant from the 3rd month onwards until giving birth to a 6-month-old baby.

g) Civil servants, public employees, and employees have not been provided with uniforms as prescribed in Clause 1, Article 1 of this Regulation.

Pursuant to Article 5 of the Regulations on the management and use of costumes in the customs industry issued together with Decision 1062/QD-TCHQ regulating the use of spring - summer and autumn - winter costumes:

1. Spring - summer, autumn - winter clothes are used when on duty, attending classes, training courses, and industry conferences (except for cases of wearing: civilian clothes specified in Clause 1 of this Article). 3 Article 2; formal uniforms specified in Clause 1, Article 4; anti-smuggling uniforms specified in Clause 1, Article 6 and labor protective clothing specified in Clause 1, Article 13 of this Regulation).

2. When wearing spring - summer, autumn - winter outfits, users must wear uniform outfits according to form No. 02 attached to this Regulation, in which:

a) Uniform spring - summer clothing for men includes: short-sleeved or long-sleeved shirt, pants, badges, insignia, belts, socks, black leather shoes, nameplate, hat as prescribed.

b) Uniform spring - summer outfits for women include: short-sleeved or long-sleeved shirt, pants or jumper, badge, insignia, belt, black leather shoes, nameplate, hat as prescribed.

c) Uniform autumn-winter outfits for men include: autumn-winter shirt, white shirt, pants, tie, badge, insignia, belt, socks, black leather shoes, nameplate, cap according to the law.

d) Uniform fall-winter outfits for women include: fall-winter shirt, white shirt, pants or jeans, tie, badge, insignia, belt, black leather shoes, nameplate, hat according to regulations.

Thus, your boyfriend who is a customs public employee must comply with the dress code when participating in training and during training must wear a hat and not a wool hat in Vietnam.

What are regulations on the use of kepi hats and soft hats by customs public employees in Vietnam? 

Pursuant to Article 7 of the Regulations on the management and use of clothing in the customs industry issued together with Decision 1062/QD-TCHQ regulating use of kepi hats and soft hats as follows:

1. Kepi hats and soft hats are used when wearing corresponding customs uniforms and in the following cases:

a) Work, study, train, attend ceremonies outdoors (except when using motorbikes or motorbikes, you must wear a kepi hat as prescribed by law).

b) Awarding and receiving medals, medals, state honors and other forms of commendation.

2. Hats with Customs badges attached. When wearing a hat, it must be worn neatly, the customs badge must be facing forward, and the cap must be tucked close to the chin.

3. When entering the office, do not wear a hat. Hats should be neatly placed on a rack or hung on the wall (in a formal place) according to the unified regulations of the unit. If placed on a shelf, the Customs mark faces outwards; if hung on the wall, the Customs mark faces downwards.

4. When attending classes, training courses, and industry conferences, if you have a desk and hat placed to the left of your seat, the Customs sign is facing forward.
