Can customs public employees wear hats in the office in Vietnam?

Pursuant to Article 7 of the Regulations on the management and use of clothing in the customs industry issued with Decision 1062/QD-TCHQ 2021, regulations on the use of kepi and soft hats are as follows:

1. Kepi and soft hats are used when wearing corresponding customs uniforms and in the following cases:

a) Work, study, train, attend ceremonies outdoors (except when using motorbikes, you must wear a helmet as prescribed by law).

b) Awarding and receiving medals, medals, state honors and other forms of commendation.

2. Hats with Customs badges attached. When wearing a hat, it must be worn neatly, the customs badge must be facing forward, and the cap must be tucked close to the chin.

3. When entering the office, do not wear a hat. Hats should be neatly placed on a rack or hung on the wall (in a formal place) according to the unified regulations of the unit. If placed on a shelf, the Customs mark faces outwards; if hung on the wall, the Customs mark faces downwards.

4. When attending classes, training courses, and industry conferences, if you have a desk and hat placed to the left of your seat, the Customs sign is facing forward.

According to this Article, public employees are not allowed to wear hats during working hours, and hats must be neatly placed or hung on the wall (in a formal place) according to the unified regulations of the unit. Thus, you cannot wear a hat in the office in Vietnam.

What are regulations on using protective clothing in Vietnam?

Pursuant to Article 13 of the Regulations on the management and use of clothing in the customs industry issued with Decision 1062/QD-TCHQ 2021 on the use of labor protective clothing as follows:

1. Civil servants, public employees, and workers wear protective clothing when performing work tasks in environments with dangerous factors (exposure to bad physical factors, dust and toxic chemicals, bad labor hygiene environment...) according to the provisions of Circular No. 04/2014/TT-BLDTBXH dated February 12, 2014 of the Ministry of Labor, War Invalids and Social Affairs.

2. Types of labor protective clothing are as follows:

a) Electrical technicians, electricians...: use labor protection clothing at Point 22, Clause VIII.3, Section VIII, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

b) Technical staff specialized in construction and repair: use labor protection clothing at Point 30, Clause XXII.3, Section XXII, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

c) Captain, crew, chief engineer...: use labor protective clothing at Points 37, 38, 39, 40, Clause XXIV.3, Section XXIV Appendix 1 Circular No. 04/2014/TT-BLDTBXH.

d) Cooking: use labor protection clothing at point 2, clause XXIX.1, section XXIX, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

e) Cleaning staff: use labor protective clothing at point 25, clause XXIX.3, section XXIX, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

g) Training of sniffer dogs: use labor protection clothing at point 59, clause XXIX.10, section XXIX, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

h) Laboratory technicians: use labor protection clothing at point 73, clause XXIX.12, section XXIX, Appendix 1, Circular No. 04/2014/TT-BLDTBXH.

3. For employees, unit heads base on standards and norms for using labor protective clothing at the workplace at Point a Clause 3 Article 2 Decision No. 322/QD-BTC dated March 19, 2021 of the Minister of Finance to decide on appropriate clothing for assigned tasks.

Thus, if you work in an environment with dangerous elements as prescribed above, you will be given a uniform to wear for protection in Vietnam.
