Can Communist Party Members Be Expelled for Using Fake Certificates?
In Article 22 of the Regulation 102-QD/TW of 2017 on the disciplinary actions against Communist Party members violating rules, it stipulates:
Article 22. Violations regarding the management, issuance, and use of diplomas and certificates
1- Communist Party members who commit any of the following violations causing less serious consequences shall be disciplined by reprimand:
a) Providing incorrect declarations and using illegal diplomas, certificates, and certifications.
...
2- In cases where the member has already been disciplined according to Clause 1 of this Article and re-offends, or if the first violation causes serious consequences, or if they commit any of the following violations, they shall be disciplined by warning or removal from position (if holding a position):
a) Using illegal diplomas, certificates, and certifications to compile documents for examinations, recruitments, studying to enhance cultural, theoretical, professional levels, taking departmental transfer exams, promotions, to be nominated, appointed, elected, awarded, or recognized for titles of the Communist Party and the State.

=> Thus, according to the aforementioned regulation, Communist Party members using fake certificates shall be disciplined within the Party by reprimand, warning, or removal from the Party position (for those holding a position) depending on the nature and severity of the violation. Disciplinary removal from position is not applicable for violators.
