What are the standards, conditions, and authorities for admitting citizens who violate the population policy into the Communist Party of Vietnam?

According to Article 5 of Regulation 05-QĐi/TW in 2018, the following are the standards, conditions, and authorities for admitting people who have violated the population policy and family planning into the Party:

1. People who have violated the population policy and family planning may only be considered for admission into the Party if they meet all of the standards and conditions stipulated in the Party Statute, the regulations and guidelines of the Central Committee, and the actual requirements of Party building in the locality and unit. They must also be people of good reputation in their agency, unit, and community, and they must be highly evaluated by the Party committees at their place of work and place of residence, and by the mass organizations of which they are members, for their performance of their assigned duties and responsibilities, and for their sense of responsibility to the people. They must also have at least 24 months of probationary period for cases of violating the birth of a third child or 36 months for cases of violating the birth of a fourth child, counting from the date of birth to the date of the chi-branch meeting to consider the proposal for admission into the Party.

2. The decision to admit people who have violated the population policy and family planning into the Party is made by the standing committee of the district-level Party committee (or equivalent).

Therefore, if you have violated the population policy, you may only be considered for admission into the Party if you meet all of the standards and conditions listed above.

Can people over the age of 60 be admitted to the Communist Party of Vietnam?

Article 1 of the Party Statute of the Communist Party of Vietnam in 2011 stipulates the following:

1. Party members of the Communist Party of Vietnam are revolutionary fighters in the vanguard of the working class, the working people, and the Vietnamese nation. They strive throughout their lives for the goals and ideals of the Party, putting the interests of the Fatherland, the working class, and the working people above their own personal interests. They strictly abide by the Political Platform, Party Statute, Party resolutions, and the laws of the State. They work hard and complete their assigned tasks well. They have good morals and a healthy lifestyle. They are closely linked to the people. They obey the Party's organization and discipline, and maintain unity and solidarity within the Party.

2. Vietnamese citizens who are at least 18 years old; who acknowledge and voluntarily agree to implement the Political Platform, Party Statute, standards, and duties of Party members; who are active in a local Party organization; and who have demonstrated through practice that they are outstanding and trusted by the people may be considered for admission into the Party.

According to Subsection1.1 of Section 1 of the Instruction 01-HD/TW in 2021, the following age requirements apply to admission into the Communist Party of Vietnam:

Only people over the age of 60 may be considered for admission into the Party if they meet all of the following conditions: They have good health and reputation; They are currently working or residing in a locality where there is no Party organization or no Party members, or there is a special need; They are approved in writing by the standing committee of a provincial-level Party committee or equivalent before the competent Party committee makes a decision to admit them.

According to the regulations above, the age range for admission into the Communist Party of Vietnam is from 18 to 60 years old. However, people over the age of 60 may be considered for admission into the Party if they meet all of the above conditions.
