Pursuant to Point c Clause 1, Point a Clause 2 Article 9 Decree 78/2020/ND-CP stipulates the above content as follows:
1. Subjects registering for reserve officer rank
a) Officers and cadres who are professional soldiers still meet the standards and conditions of reserve officers when retiring from active duty;
b) Professional soldiers, non-commissioned officers preparing for demobilization and reserve non-commissioned officers who have been trained as reserve officers;
c) Cadres, civil servants, public employees and citizens who have graduated from university or higher, and students who have graduated from university and have been trained as reserve officers;
d) Those who graduate from training as Commanders of Commune-level Military Commands of the grassroots military sector have been awarded the rank of reserve officers.
2. Subjects specified in Clause 1 of this Article are not allowed to register for the reserve officer rank in the following cases:
a) Being prosecuted for criminal liability;
b) Being sentenced to prison or community sentence;
c) Illegally leaving or staying abroad;
d) Not meeting health standards as prescribed.

Pursuant to Clause 4, Article 11 of Decree 78/2020/ND-CP stipulates the above content as follows:
Responsibility for registration and management of reserve officers
1. The Ministry of National Defense directs and guides the registration and management of reserve officers nationwide.
2. People's Committees at all levels are responsible for directing military agencies at the same level to register and manage reserve officers in their localities.
3. Military Region Command, Hanoi Capital Command, Ho Chi Minh City Command, Provincial Military Command are responsible for directing and guiding agencies, units under their authority and other Agencies and organizations in the area carry out the registration and management of reserve officers.
4. District-level Military Command, Commune-level Military Command and Military Command of agencies and organizations, the head or legal representative of the agency or organization where the reserve officer is Labor, study, and work are responsible for registering and managing reserve officers.
5. Agencies and organizations only receive, arrange jobs and handle benefits for reserve officers when they have fulfilled their registration obligations and create all conditions for reserve officers to fully carry out their duties on registration for reserve officer ranks.
6. Standing units, academies, and schools of the Army that train reserve officers carry out procedures and introduce reserve officers to first registration at the commune-level Military Command where the reserve officer is located or work, study or work.
7. Standing units of the People's Army must regularly coordinate with local military agencies at all levels in inspecting, registering, and managing reserve officers arranged and appointed to their units.

Responsibility for preparing documents for selection and training of reserve officers
a) The District Military Command prepares dossiers for cadres, civil servants, public employees, citizens with university degrees or higher, and reserve non-commissioned officers; The commune-level military command and relevant agencies and organizations are responsible for providing documents;
b) Regimental level and equivalent or higher prepare documents for professional soldiers and non-commissioned officers preparing for demobilization;
c) Academies and universities prepare student profiles upon graduation from university.
