Can a person submit his/her application for police service at his/her temporary residence in Vietnam? What is the procedure for selecting citizens for police service in Vietnam?
I graduated from high school this year, my permanent address is in Thanh Hoa province, but I am currently living in Binh Phuoc with my stepsister and studying here. Now I want to apply for police service, can I submit my application in Binh Phuoc? Please advise.

Based on Article 6 of Decree 70/2019/ND-CP regulating the selection dossier as follows:
Citizens participating in the selection to fulfill the obligation to join the People's Police must submit to the commune police, ward, town (hereinafter referred to as the commune police) where the citizen has a permanent residence registration book the following documents:
1. Declaration form for participating in the obligation to join the People's Police according to the template Appendix issued with this Decree confirmed by the People's Committee of the commune, ward, town (hereinafter referred to as the commune People's Committee) where the person resides or by the agency, organization where the person is working, studying.
2. Certificate of registration for police service.
Therefore, citizens do not submit applications to participate in the police service at the temporary residence registration place but must submit them at the place of permanent residence registration. Therefore, you must submit an application to participate in the People's police service at your place of permanent residence registration in Thanh Hoa as prescribed above.

What is the procedure for selecting citizens for police service in Vietnam?
According to Article 7 of Decree 70/2019/ND-CP regulating the selection process as follows:
The selection and calling of citizens to fulfill the obligation to join the People's Police shall be carried out in the following steps:
1. The commune police base on the number of citizens called to fulfill the obligation to join the People's Police assigned in the commune, shall proceed to:
a) Advise with the People's Committee at the same level to organize announcements, propaganda on public media and publicly post at the headquarters of the commune police, commune People's Committee about the subjects, criteria, conditions, time to receive registration dossiers for selection. The deadline for receiving registration dossiers for selection is at least 30 days from the date of announcement;
b) Receive dossiers of citizens registering for selection and organize preliminary selection (height, weight, physique); report the results (along with the dossier) of cases meeting the requirements through the preliminary selection to the district-level police.
2. The district-level police shall proceed to select and call citizens to fulfill the obligation to join the People's Police as follows:
a) The Chief of the district-level police issues an order to undergo a health examination for citizens according to the provisions in Clause 2 of Article 40 of the Law on police service 2015. The order for a health examination must be delivered to citizens before the health examination fifteen days;
b) Organize a background check, conclude political standards for cases meeting the health standards according to the conclusion of the district-level Health Examination Council;
c) Report to the police Service Council to present to the Chairman of the district-level People's Committee to decide on the list of citizens selected to fulfill the obligation to join the People's Police;
d) Based on the list of citizens selected to fulfill the obligation to join the People's Police approved by the Chairman of the district-level People's Committee, the Chief of the district-level police issues an order for each citizen to fulfill the obligation to join the People's Police.
