Can a Person Rated 70% for Successfully Completing Their Duties Be Classified as Excellent in the Quality Assessment of Officers?
Being Evaluated as 70% Successfully Completing Tasks, Can One Be Ranked as "Outstandingly Completing Tasks"?
Based on Article 4 of Decree 90/2020/ND-CP, the criteria for ranking the quality of officials at the level of "Outstandingly Completing Tasks" are as follows:
An official must meet all of the following criteria to be ranked at the level of "Outstandingly Completing Tasks":
- Effectively implement the provisions in Clause 1, Clause 2, Clause 3, Clause 4, and Point a of Clause 5, Article 3 of this Decree.
- The criteria related to the results of task performance according to legal regulations, the proposed plan, or specific work assigned must be completed on schedule, ensuring high quality and efficiency.
- Lead, direct, and manage agencies, organizations, units, or sectors assigned to be in charge, completing all targets and tasks, with at least 50% of these targets and tasks exceeding the required level.
- 100% of the agencies, organizations, units under their direct management and responsibility are evaluated as completing tasks or higher, in which at least 70% are evaluated as completing tasks well or outstandingly completing tasks.
Therefore, for an individual who receives a 100% evaluation from their supervisor, where 70% are evaluated as completing tasks well, the individual must also meet the other above conditions to be ranked at the level of "Outstandingly Completing Tasks."
What Conditions Must Be Met to Be Ranked as "Successfully Completing Tasks"?
According to Article 5 of Decree 90/2020/ND-CP, the criteria for ranking the quality of officials at the level of "Successfully Completing Tasks" are as follows:
An official must meet all of the following criteria to be ranked at the level of "Successfully Completing Tasks":
- Meet the criteria stipulated in Clause 1, Clause 2, Clause 3, Clause 4, and Point a of Clause 5, Article 3 of this Decree.
- The criteria related to the results of task performance according to legal regulations, the proposed plan, or specific work assigned must be completed on schedule, ensuring quality and efficiency.
- Lead, direct, and manage agencies, organizations, units, or sectors assigned to be in charge, completing all targets and tasks, with at least 80% completing them on schedule and ensuring quality.
- 100% of the agencies, organizations, and units under their direct management and responsibility are evaluated as completing tasks or higher.
