Can a Deceased Communist Party Member be Posthumously Awarded the Party Badge 2 Years in Advance?
According to Section 18 of Guidance 01-HD/TW in 2021, the awarding of the Communist Party Badge is stipulated as follows:
18.1. Communist Party members with a tenure of 30, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90 years are eligible for consideration to receive the Communist Party Badge.
Communist Party members who are seriously ill are eligible for early consideration for the 30, 40, 45, 50, 55, 60, 65-year Communist Party Badge, but the early consideration period must not exceed 12 months from the prescribed time; early consideration for the 70, 75, 80, 85, 90-year Communist Party Badge is allowed, but the early consideration period must not exceed 24 months from the prescribed time.
18.2. Deceased Communist Party members are eligible for posthumous consideration for the Communist Party Badge in advance, but the early consideration period must not exceed 12 months from the prescribed time.
Thus, deceased Communist Party members are eligible for posthumous consideration for the party badge in advance, but the early consideration period must not exceed 12 months from the prescribed time. Since your father had 28 years of Party membership at the time of his passing and still needed 2 more years to reach 30 years of Party membership, he does not qualify under this provision.
